New York-based Singh, who had been on the run after issuance of a red corner notice against him at the FBI's request, has been accused of raping the 14-year-old girl in May 2009.
A letter, written to the Ministry of External Affairs by the US embassy here, said, "Singh on May 11, 2009 approached a 14-year-old female on the street in Elmont, New York, dragged her into a house and forcibly raped her."
Singh was held at the IGI Airport here on July 6, 2011, while trying to fly to Bangkok to avoid his extradition to face trial in New York.
As per the records, DNA sample found on the victim had matched that of Singh's and the minor had also identified him as her attacker.
During the proceedings, special public prosecutor N K Matta, appearing for the Centre, argued that the extradition request sent is in absolute compliance of Article 9 of the Extradition Treaty.
