"If Bruhat Bangalore Mahanagara Palike (BBMP) and Karnataka State Pollution Control Board (KSPCB) do not come out with a plan in addressing garbage menace in the city, the bench will issue contempt notices to both bodies day after tomorrow," a Division Bench said.

The bench headed by Chief Justice Vikramajit Sen also said the BBMP and KSPCB would only act once the court puts a top person behind bars.

The stinging observations were made by the bench during the hearing of a PIL filed by advocate G R Mohan seeking superseding of the civic body for failure to act on the garbage disposal issue.

The Chief Justice observed it was most unfortunate to see the problem and not react to it.

On November 6, the bench had directed the government to identify within two weeks five more landfill sites around Bangalore.

"It is a matter of concern that the government has yet not looked into the problem....It is obvious that more sites are required for receiving waste generated in the city," the court had then said.
