The Delhi High Court today sought a response from civic bodies on a plea seeking a direction for them to install auditory traffic signals on roads to help visually-challenged persons and to reserve and provide parking spaces to physically-challenged people near the entrance of a place.
A bench of acting Chief Justice B D Ahmed and Justice Siddharth Mridul issued notices to East Delhi Municipal Corporation, North Delhi Municipal Corporation, South Delhi Municipal Corporation, DDA and NDMC and sought their replies on the petition within three weeks.
The petition filed by Delhi resident V K Bansal said shopkeepers are misusing the pavements and footpaths meant for walking and due to this obstruction, pedestrians, people are pushing their wheel-chair, vision-impaired people and senior citizens using walking aids have to go out on the road.
The PIL, filed through advocate Sitab Ali Chaudhary, said illegal parking of vehicles on footpaths, pavements and road side is obstructing the movement of ambulances and fire brigade, which could deprive the patient of their fundamental rights of "medical aid and advise"' in emergency situations and it could result in mishap because even a few seconds' delay means cost of human life.
