"No orphanage should be allowed to function without prior registration from concerned authorities," a five-page report said about Shah-e-Jeelan Yateem (Orphan) Trust.
SHRC had directed for an investigation into the functioning of the orphanage, located in Kohnakhan area of the city, following a newspaper report on the pathetic condition and alleged exploitation of the inmates.
The report also asked the government to ensure that all unregistered orphanages are examined and a standard operating procedure is formulated for these institutions.
"Segregation of male and female children should be ensured and infrastructure should be inspected prior to granting registration," it said.
According to the report, the meals menu was not being followed in the orphanage and the children were not given adequate number of clothes.
The management provides only one uniform to the children once in a year, it added.
The report said the orphanage had 24 children as against 34 field workers, who collect donations.
