James Mangold will direct the film based around the kidnapping of heiress Patty Hearst.
Actor Elle Fanning is in negotiations to star as Hearst in the untitled film. The screenplay has been written by Larry Karaszewski, Scott Alexander and Mangold, according to The Hollywood Reporter.
The film is based on Jeffrey Toobin's best-selling book "American Heiress".
It will detail the heiress's capture and two-year detainment by the Symbionese Liberation Army in the mid-1970s, as well as her transition from hostage to warrior. She ended up sympathising with her captors and even went on bank robberies with them before she was arrested in 1975.
20th Century Fox is backing the film via its Fox 2000 label.
