Chidambaram starts budget speech amidst rowdy scenes in parliament

NEW DELHI (Reuters) - Finance Minister P. Chidambaram started his budget speech on Monday amid rowdy scenes in parliament.

The interim budget for the fiscal year 2014/15 will cover cover expenditure until the government's term ends in May.
