Once we concentrate on marginal and small farmers without reducing any benefits to rich and middle farmers it would lead to less and less transport cost on foodgrain transport, which at present is Rs 1,050 crores. Annually rural area should be self sufficient in foodgrains as far as possible. Reduction of interest rate to marginal farmers is only one of several other measures to be adopted.
