Plan Panel Recast Awaits Pmo Nod

Mamata Singh BSCAL

The proposal on restructuring of the Planning Commission which calls for engaging professional bodies in getting basic inputs for formulating five year plans is awaiting a green signal from the Prime Ministers Office (PMO).

The proposal calls for strengthening structured consultations with interest groups including from those from industrial, agricultural, export and service sectors and professional bodies.

The Commission will also set up a Database Unit which would network with international and national databases and research institutions, to generate a comprehensive data base on all aspects of development.

In addition, it will interact more closely with the Ministry of Statistics and Programme Implementation with a view to formulate suitable qualitative indicators for monitoring performance, especially for social sector projects.

The commission is also to set up a Management Information system to keep track of information on maintenance of assets created through the plans.

The proposal which is currently with the PMO deals with the internal restructuring of the Commission and with how its interactions with various ministries need to be altered.

While implementation of the part of the proposal dealing with the Commissions dealings with other Ministries awaits the PMOs nod, the Commission has already kicked off the internal reorientation and restructuring exercise.

The proposal also includes the setting up of a project preparation facility for assisting states and central Ministries in developing quality projects by providing technical assistance, training and consultants.
