Aadhaar-issuing body UIDAI has issued a set of guidelines to Offline Verification Seeking Entities (OVSEs) with several usage hygiene protocols, stronger safety mechanisms at user level and ways to enhance residents' trust while using Aadhaar voluntarily. Notably, entities have been told to perform verification of Aadhaar after explicit consent of a Aadhaar holder. Also, entities must maintain the log or record of the explicit consent received from residents for any future audit by Unique Identification Authority of India (UIDAI) or any other legal agency. "These entities need to be courteous to residents and assure them about the security and confidentiality of their Aadhaar while conducting offline verification," UIDAI said in a statement. The Unique Identification Authority of India (UIDAI) has advised people to use Aadhaar confidently as per their choice to avail benefits and services, but to observe the same level of usage hygiene as one would for other identity documents including bank account, PAN or passport. The names of people who do not share their Aadhaar number to link with the election identity card will not be struck off the voters list, the government said on Friday, noting that the exercise is voluntary. The Election Laws (Amendment) Act, 2021, allows electoral registration officers to require the existing or prospective elector to provide the Aadhaar number for the "purpose of establishing identity" on a "voluntary basis", Law Minister Kiren Rijiju said in Lok Sabha. He was responding to a question on the linkage of Aadhaar with electoral rolls.
