As many as 16 states were in revenue surplus during 2022-23, with Uttar Pradesh topping the chart with Rs 37,263 crore, followed by Gujarat and Odisha, according a CAG report. As per the fiscal responsibility and fiscal consolidation path prescribed by the XV Finance Commission, the states were required to have either zero-revenue deficit or become revenue surplus during 2022-23. "As on 31st March 2023, 16 states, out of the total 28 states, were revenue surplus and 12 were in revenue deficit," said the publication on State Finances 2022-23, the first-of-its-kind by the Comptroller and Auditor General of India. Revenue receipts of these 16 states exceeded their revenue expenditure. Bihar failed to submit utilisation reports for ₹70,000 cr projects: CAG

The Comptroller and Auditor General (CAG) has pulled up the Bihar government for failing to submit utilisation certificates for projects worth Rs 70,877 crore. The report of the CAG on State Finances for the year 2023-24 was tabled in the state assembly on Thursday. "Despite the requirement of submitting UCs within the stipulated time period, 49,649 outstanding UCs of Rs 70,877.61 crore were not received by the Accountant General (Accounts & Entitlements), Bihar, as on March 31, 2024," it said. In the absence of UCs, there is no assurance that funds disbursed have been used for the intended purpose, the report said. "Moreover, high pendency of UCs is fraught with the risk of embezzlement, misappropriation and diversion of funds," it said. Of the total Rs 70,877.61 crore, Rs 14,452.38 crore pertained to the period up to 2016-17. CAG report highlights lapses in Delhi's pollution control measures

Delhi's worsening air pollution has been exacerbated by lapses in its pollution control mechanisms, including irregularities in the issuance of PUC certificates, unreliable air quality monitoring systems, and poor enforcement of pollution control measures, according to a CAG report tabled in the Assembly on Tuesday. The report on 'Vehicular Air Pollution in Delhi', tabled by Chief Minister Rekha Gupta, highlighted major policy gaps and weak enforcement and poor coordination among agencies as key reasons behind the worsening pollution scenario in the national capital. More than 1.08 lakh vehicles were issued pollution under control (PUC) certificates despite them emitting carbon monoxide (CO) and hydrocarbons (HC) beyond permissible limits, the reports said. Over 260K workers in Bihar did not get funds under Covid Special Grant: CAG

Over 2.6 lakh construction workers in Bihar did not receive funds amounting to Rs 52.02 crore under the COVID Special Grant Scheme due to technical issues, a Comptroller and Auditor General of India report said. The Accountant General (Audit) has urged the Delhi government to set up a portal for real-time monitoring of action taken notes submitted by its departments on CAG reports tabled in the Assembly, officials said on Sunday. The audit reports of the Comptroller and Auditor General (CAG), after being tabled in the Assembly, are discussed in the Public Accounts Committee (PAC).
