Delhi's waste-to-energy plants compliant, pose minimal health risks: Report

All four waste-to-energy plants in Delhi located at Okhla, Ghazipur, Bawana and Tehkhand are largely compliant with regulatory norms and pose minimal risk to public health and the environment, according to a joint report by the Central Pollution Control Board and Delhi Pollution Control Committee. The report, filed before the Supreme Court and the National Green Tribunal, says all four plants operate with pre-processing facilities that raise the calorific value of waste above 1,500 kilocalories per kilogram, in line with the Solid Waste Management Rules, 2016. Stack emissions, including suspended particulate matter and heavy metals like nickel, meet stipulated standards, though dioxin, furan and cadmium plus thallium levels exceed norms at Bawana. However, the estimated incremental cancer risk from dioxin emissions, even at that facility, remains well below the one-in-a-million threshold recognised by the United States Environmental Protection Agency. Delhi govt notifies rules for e-delivery of court summons, warrants

The Delhi BNSS (Service of Summons and Warrants) Rules, 2025, have been notified by the city government, paving the way for electronic delivery of court summons and warrants through WhatsApp and e-mail, officials said on Saturday. The move will save time and ensure prompt delivery of the summons, they said. The notification, issued by the home department of Delhi government, was earlier approved by Lieutenant Governor V K Saxena, officials said. The provision of electronic delivery will free the police force from paperwork and clerical duties, thereby strengthening their policing activities and investigations, said a senior government official. Now, the summons issued by the courts will be generated electronically and carry the digital seal and signature of the judge concerned. Nitish Katara case: HC seeks Centre, Delhi govt's reply on Vikas Yadav plea

The Delhi High Court on Friday sought responses from the Centre and Delhi government on a plea for release filed by convict Vikas Yadav in the 2002 Nitish Katara murder case. Yadav, 54, who has been in jail for over 23 years, also sought interim bail on the ground that his marriage was fixed for September 5 and he had to arrange the fine amount of Rs 54 lakh which was imposed on him at the time of sentencing. Justice Ravinder Dudeja issued notice to central ministries of home affairs, law and justice and the Delhi government and Nitish Katara's mother Nilam Katara on his plea. The court posted the matter for September 2, after Yadav's counsel sought an early date owing to his marriage. The plea raises the issue of denying him the benefits of statutory remission under the provisions of the CrPC while sentencing him for a fixed term of 25 years on February 6, 2015. Delhi Chief Minister Rekha Gupta, who was confined to her residence after the attack on her, is likely to resume her official engagements from Friday, officials said. Gupta, who has been staying in her official residence in Civil Lines since the attack on Wednesday morning, is also likely to return to her office at the Delhi Secretariat, the officials added further. The Union government has provided a 'Z' category VIP security cover to Delhi Chief Minister Rekha Gupta following an attack on her, official sources said on Thursday. Gupta and her official residence will be secured by the VIP Security Group (VSG) of the paramilitary force that also provides protection to Union Home Minister Amit Shah and the Gandhi family of the Congress party. The Central Reserve Police Force (CRPF) has taken charge of Delhi CM's security on the directions of the Union home ministry, the sources said. Delhi govt abolishes NOC, land status report requirements in most cases

The Delhi government has abolished the mandatory requirements for no objection certificate (NOC) and land status report (LSR) for most land registration cases, officials said on Thursday. The move is aimed at enhancing ease of living and ease of doing business, officials said. Under the new system, NOCs and LSRs will now be required only in specific cases governed by legal provisions -- namely Section 8 of the Delhi Lands (Restrictions on Transfer) Act, 1972, and Section 30 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948, an official statement said. In all other instances, permissions from the revenue department will no longer be necessary. Sub-registrars will register documents strictly in accordance with the Indian Registration Act, 1908, only on legally prescribed grounds, the statement said.
