Taking note of Tamil Nadu government's submission that suprlus teachers in schools run and aided by it cost the exchequer Rs.444 crore annually, the Madras High Court bench here Thursday ordered a freeze on fresh appointments. A bench comprising Justices N Kirubakaran and S S Sundar also directed aided schools to implement bio-metric attendance for students as well as teachers to ensure there was no likelihood of boosting the students' strength. The judges directed that the government should not approve any appointment in the private aided schools till the surplus teachers under the same management were exhausted. They, however, made it clear there was no prohibition for approval of teachers in cases where orders had been obtained from the court. The CBSE has mandated introduction of Arts subject for all classes from the upcoming academic session and advised schools to introduce few cooking classes as part of "culinary art" for classes 6 to 8. According to a senior official, every school shall compulsorily reserve a minimum of two periods per week for art education. The board has recommended that in addition to the four major spheres such as music, dance, visual arts and theatre, the students of classes 6 to 8 should also be introduced to culinary art. "The exposer will help students learn the value of nutritious food, about the crops and spices grown in India, how oil is extracted from various seeds and good agricultural practices," the official added. The pass percentage in Delhi government schools for class 11 has touched 80 per cent for the first time since 2010, according to statistics. The results of the annual exams of all classes (other than class 10 and 12) in Delhi government schools conducted centrally by the Directorate of Education (DoE) were declared on March 30, 2019. The statistics takes into account figures from 2010 onwards. While 71 per cent students of class 11 passed their exam in 2017-18, it has improved to 80 per cent in 2018-19. From 2015-16 onwards, the pass percentage in this class has been around 72 per cent as opposed to 63 per cent in 2014-15. In 2018-19, it touched 80 per cent for the first time, the statistics revealed. Similarly, in class nine, the pass percentage has remained almost the same as previous year. The Allahabad High Court has held that there is no provision under the model code of conduct prohibiting educational institutions from appointing teachers or employees. The judgment was passed by Justice Prakash Padia allowing the writ petition filed by Nisha Sharma who was denied appointment by the Basic Shiksha Adhikari (BSA), Ghaziabad, despite her selection as assistant teacher in a primary school, on the grounds that the model code of conduct was in force due to Lok Sabha elections. Appearing on behalf of the petitioner, advocate Mahesh Sharma submitted before the court that she was selected as assistant teacher and was issued an appointment letter by the management of the school. However, the BSA later told the Ghaziabad resident that her joining had been put on hold as the model code of conduct had come into force. Allowing the petition, the court was of the view that there is no provision prohibiting educational institutions from appointing teachers and thus the BSA order was .
The Delhi High Court has asked the AAP government to identify children suffering from attention deficit hyperactivity disorder (ADHD), one of the most common mental disorders affecting children, and to ensure their inclusive education within the existing framework. A bench of Justices S Ravindra Bhat and Prateek Jalan also asked the Delhi government to frame such policies as may be required and to create training programmes for teachers and school staff, to make education "meaningful and fulfilling" for children suffering from ADHD. The court was hearing a plea moved by a parent in which he claimed that his son was denied admission in 30 schools on the ground that he suffers from ADHD.
