A group of farmers allegedly held a food inspector and a naib tehsildar (revenue official) captive and later clashed with police at a grain market in Bathinda district of Punjab on Monday evening, officials said. Three police personnel were injured in the incident. The farmers also damaged two police vehicles, they said. The Centre has released the first installment of the 15th Finance Commission grants for 2024-25 to rural local bodies in Tripura and Haryana, and a second installment in Mizoram, according to an official statement on Tuesday. The Ministry of Panchayati Raj said in Tripura, untied grants totalling Rs 31.40 crore and tied grants of Rs 47.10 crore have been released for all 1,260 rural local bodies (RLBs), including traditional local bodies, 40 block advisory committees and 587 village committees. Untied grants are utilised by RLBs for location-specific needs, except for salaries and other establishment costs. Tied grants are used for basic services such as sanitation, maintaining Open Defecation Free (ODF) status and the supply of drinking water, rainwater harvesting and water recycling. Delhi is grappling with severe water shortage due to alarmingly high ammonia contamination in the Yamuna river, primarily attributed to industrial waste from Haryana, AAP alleged on Sunday. With the water treatment plants (WTPs) at Sonia Vihar and Bhagirathi struggling to cope with the ammonia content in the Yamuna's raw water, supply in the national capital is being disrupted, it said. The Delhi Jal Board on Sunday announced water shortage till November 1 in several parts of the national capital due to the Yamuna's high ammonia content. "The raw water source of Delhi's 110 MGD (million gallons per day) Bhagirathi WTP and 140 MGD Sonia Vihar WTP is the Upper Ganga Canal, Muradnagar, Uttar Pradesh. Due to scheduled annual maintenance across the Upper Ganga Canal by the Uttar Pradesh irrigation department from October 12 to 31, the canal was closed from Haridwar on October 12 midnight," it said. Fourteen farmers were arrested in Haryana's Kaithal district over the past few days for burning stubble in their fields, a police official said on Monday, as pollution levels in the region, including the national capital, soar. Stubble-burning in Haryana and neighbouring Punjab is often blamed for the rise in pollution levels in Delhi, especially during the post-harvest season of October and November. "During the past few days, fourteen farmers were arrested for burning stubble, but they were later released on bail as the offence is bailable," Kaithal's Deputy Superintendent of Police (Headquarters) Birbhan said over the phone.
