Democracy in India being crippled by 'Union over states' mentality: Vijayan

A democracy envisaged as a union of states is being "crippled" by the Centre's "undemocratic Union over States" mentality, Kerala Chief Minister Pinarayi Vijayan said in New Delhi on Thursday, as he led a protest against the Centre's alleged neglect towards the southern state on financial matters. Spearheading the ruling Left's protest, Vijayan criticised the 'Union over States' mentality of the Centre, by which it accords itself supremacy over the states, saying it not only manifested in financial matters, but was evident in the functioning of governors in opposition-ruled states as well. CBI books TTPL's current, former MD in Rs 120 cr loss in consultant hiring

The CBI has registered an FIR against the managing director of Kerala government PSU Travancore Titanium Products Limited (TTPL) and others in connection with its losses of Rs 120 crore due to alleged irregularities in the hiring of 'MECON, Ranchi, Uttaranchal' as a consultant in 2004. The FIR registered recently also names TTPL former managing director Eapen Joseph. 'MECON, Ranchi, Uttaranchal', was hired as a consultant for the installation of a pollution control plant. The CBI alleged that Joseph abused his official position and committed criminal misconduct to enter into a criminal conspiracy with then officials -- chief manager (marketing) Santosh Kumar and executive director A M Bhaskaran. They allegedly appointed 'MECON, Ranchi, Uttaranchal', a PSU under the steel ministry, as a consultant at a charge of Rs 9 crore instead of the agreed Rs 3.5 crore, the FIR, registered on the directions of the Kerala High Court, said. Debts of states affect credit rating of country: Centre tells Supreme Court

Uncontrolled borrowing by states would affect the credit rating of the whole country and the fiscal edifice of Kerala has been diagnosed with "several cracks", the Centre has told Supreme Court on the issue of limits imposed on the state's borrowing capacity. In a note submitted before the top court, Attorney General R Venkataramani submitted that public finance management is a national issue. Venkataramani said if the State indulges in reckless borrowing to finance unproductive expenditure or poorly targeted subsidies, it will crowd out private borrowing from the market. "Debt of States affects the credit rating of the country. Moreover, default by any State in debt servicing would create reputational issues and will have domino effect endangering the financial stability of the whole of India," the note said. Kerala Budget: Govt hikes excise duty on liquor, pitches for privatisation

A cash-strapped Kerala government on Monday increased court fees and excise duty on liquor and pitched for public-private funding in key areas to raise funds for the implementation of various developmental projects in the state budget for the fiscal 2024-25. Despite expectations, the government opted not to enhance social welfare pensions and also provided only a nominal increase of Rs 10 in the minimum support price for rubber -- a major cash crop of the state -- enhancing it to Rs 180 from Rs 170 earlier. Kerala Chief Minister Pinarayi Vijayan on Sunday said the state was far ahead in fighting crime and ensuring justice to victims. Kerala Finance Minister K N Balagopal on Saturday said the public will appreciate the upcoming 2024-25 budget which is aimed at increasing the revenue of the southern state that has been grappling with alleged financial restrictions by the Centre. Senior CPI(M) leader Thomas Isaac on Tuesday said he would not be appearing before the Enforcement Directorate in connection with a FEMA case, terming the summons issued to him as "pure harassment". The Foreign Exchange Management Act case is linked to a probe into the alleged violations in the financial dealings of KIIFB during his tenure as the finance minister in the previous LDF government. Kerala has 575,000 new voters in list ahead of LS elections, says state CEO

Kerala has enrolled 5,74,175 new voters into the final voter list for the upcoming general elections and removed 3.75 lakh voters to clean up the final list, State Chief Electoral Officer Sanjay Kaul said on Tuesday. Kaul said that those who could not add their names to the voter list yet could do so before the elections and requested people who have not enrolled themselves to come forward and make use of this opportunity. Talking to the media here, the CEO said that the commission had done commendable work to clean up the voters' list with officials at the booth level visiting each house and collecting details regarding deaths. Based on the information collected, 3,75,867 names were removed from the voters' list, he said. A draft list was published on October 27, 2023 and the Commission received complaints from the voters before finalising the list, Kaul said. Two bogies of Kannur-Alappuzha Executive Express derail, train delayed

Two bogies of the Kannur-Alappuzha Executive Express derailed near Kannur railway station during the shunting process on Saturday morning, causing a one-hour delay in the train's departure, railway sources said here. The incident took place at 4.40 am as the train was being brought to the platform, with no passengers on board. The derailment occurred in the rearmost two bogies, damaging the signal box in the process. Fortunately, since the incident happened on a track parallel to the main track, other train services were unaffected, they said. The train journey proceeded after the derailed bogies were separated. Railway officials are currently conducting an inquiry to determine the cause of the derailment.
