CCTVs in all police stations by October : HC told

The Delhi High Court was today told that CCTV cameras would be installed in all the police stations in the national capital by October this year. The submission was made by the police on an affidavit placed before a bench of Justices S Ravindra Bhat and A K Chawla which had earlier told the agency to expedite installation of cameras in the police stations. On March 13, the police had told the court that the exercise would take eight to nine more months as only a tender for procurement had been floated. The court had not accepted the earlier submission and had directed the police to file a revised timeline for installing the cameras. In the affidavit filed through criminal standing counsel Rajesh Mahajan, the police has told the bench that the cameras would be installed by October 2018. The matter is expected to be heard in July as the bench did not assemble today. Rejection of impeachment notice against CJI at preliminary stage one among many

The rejection of notice for impeachment of Chief Justice Dipak Misra by Rajya Sabha Chairman M Venkaiah Naidu at the preliminary stage itself today had a precedent nearly five decades ago when a Supreme Court judge faced such a bid for the first time. An impeachment motion against Justice J C Shah was submitted to Lok Sabha speaker G S Dhillon in May 1970 following a campaign by a former government servant, O P Gupta, charging Shah with dishonesty after the judge made certain remarks about him during a hearing. The notice was, however, turned down by the Speaker after stating it as "frivolous". Besides rejection of such notice against CJI Misra and Justice Shah at the preliminary stage, there was another such case when 58 Rajya Sabha MPs had moved a petition before the Chairman and former Vice-President Hamid Ansari against Gujarat High Court judge Justice J B Pardiwala in 2015 for his alleged "unconstitutional" remarks against reservation. Tribal girl raped in Jharkhand's Dumka district

A 12-year-old tribal girl was allegedly raped at Karaharbil village in Muffasil police station area of Dumka district, a senior police officer said today. The victim, a student of Class VI, was found lying in the bushes with her hands and legs tied this morning, DIG (Dumka) Akhilesh Kumar Jha said. She was immediately rushed to Sadar Hospital in Dumka, where the doctors admitted her in the Intensive Care Unit, he said. The girl, a resident of Amrapara village in adjoining Pakur district, lived with her relatives in Dumka to pursue her studies. An FIR has been registered in the case and a special investigation team, headed by Deputy Superintendent of Police Ashok Kumar Singh, has launched a search operation to apprehend the culprits, Jha said. "Besides Singh, I will be monitoring the case along with Superintendent of Police Kishore Kaushal," the DIG added.

Omar Abdullah urges HC to hear divorce plea in-camera

Former Jammu and Kashmir Chief Minister Omar Abdullah today urged the Delhi High Court to conduct in-camera proceedings on his plea seeking divorce from his estranged wife Payal Abdullah. Omar's counsel made the oral submission before a bench of Justices Siddharth Mridul and Deepa Sharma, which, however, did not pass any order on the plea. Advocate Malavika Rajkotia, appearing for Omar, said that in-camera proceedings be conducted in the matter as it was a family matter and whatever happens in court, it is published by the media. She said her client, who is a politician, has a right to privacy and his privacy was required. She said she wanted to bring this submission to the court's notice and it is now up to the court to decide. The court also allowed Omar's plea seeking an early hearing in the matter. Rejection of impeachment notice by RS Chairman halts rigorous procedure for removal of judge

The rejection of the notice for impeachment of Chief Justice Dipak Misra by Rajya Sabha Chairman M Venkaiah Naidu today not only brought relief to the CJI but also halted a rigorous process for removal of judges that had to be followed on its admission. If the Vice President had admitted the notice of impeachment moved by Congress-led opposition, the procedure prescribed under Article 124 (4) of the Constitution and the provisions of the Judges (Inquiry) Act, 1968 and the corresponding rules, which deal exhaustively with the entire procedure, would have to be followed. The long-drawn process for the removal of a Supreme Court judge is mentioned in Article 124(4) of the Constitution, which is termed as impeachment. Govt defends Naidu's decision on impeachment

Facing the Opposition heat over rejection of a move to remove the Chief Justice of India, top sources in the government said today the Rajya Sabha Chairman has the "statutory right" to reject a notice to impeach a judge. Citing provisions in the Judges Inquiry Act, the sources pointed out that the Rajya Sabha Chairman or Lok Sabha Speaker can "either admit the motion or refuse to admit the same" based on consultations and material available. Leaders of seven opposition parties had on Friday last met Rajya Sabha Chairman Venkaiah Naidu and handed over a notice of impeachment against the Chief Justice of India, bearing signatures of 64 MPs and seven former members, who recently retired. However, the notice was rejected this morning by Naidu. "The Chairman has the statutory right to reject the motion and statutory obligation to consult before arriving at a decision," a top government functionary said. SC to hear plea to ban lawmakers from practising as advocates

The Supreme Court today said it would hear next week a plea seeking to ban legislators from practising as advocates. A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud also sought the assistance of Attorney General K K Venugopal on a plea which alleged that parliamentarians and legislators practising as lawyers pose a "conflict of interest" and violate the provisions of the Advocates Act and the Bar Council of India Rules. The petition, filed by BJP Delhi spokesperson Ashwini Kumar Upadhyay, said while a public servant cannot practice as an advocate, legislators are practising in various courts which was a breach of the Article 14 of the Constitution. "Legislators take fee from litigants and also the salary from the public exchequer, which is a professional misconduct," the plea said. Man's nose cut off by in-laws over 'love marriage' in Pak

Two brothers cut off the nose of a man married to their sister as an act of revenge for marrying without the family's consent in Pakistan's Punjab province, police said today. The victim, identified as Tanveer, had married with the sister of Saeed Ahmed and Haji Ahmed without receiving the consent of the bride's family in Dera Ghazi Khan in the province, a senior police officer was quoted as saying by Dawn. Tanveer was invited to a feast by his brothers-in-law last night, where they beat him and cut off his nose as an act of revenge, the officer said. Drug trafficking case: HC asks SIT to submit report by May 9; Lawyer questions Capt's statement

Punjab and Haryana High Court today directed the Special Investigation Team (SIT) led by Punjab Police Director General of Police (Human Resource Development) Siddharth Chattopadhyaya to submit by May 9, the report on the role of a SSP and an inspector in a drug trafficking case. The division bench of Justices Surya Kant and Shekhar Dhawan also ordered that a stay on the police investigation against Chattopadhyaya in a suicide case would continue till further orders. Self-styled godman flees with woman in UP

A self-styled godman running an ashram here allegedly fled with a 19-year-old woman, police said today. The girl and her family member had gone to attend a 'satsang' (religious discourse) in the ashram in Dalipur village under Bhamaura police station area on Saturday night from where Vidhayak Maharaj alias Virpal fled with her, they said. After the 'satsang', the self-styled godman forced the girl and her relatives to stay back in the ashram for the night and yesterday morning, both were found missing, police said. Raids were carried out at different locations and the last location was traced in a village in Badaun but he fled by the time police could reach there, police said, adding that a case has been registered at Bhamaura police station. 5 member gang involved in 32 chain snatching cases nabbed

: A five member gang, allegedly involved in as many as 32 cases of chain snatching in the city, were arrested here today. Eight hundred grams of gold ornaments and three two wheelers were seized from them, a police release said. There were more than 60 non-bailable warrants pending against the kingpin, S K Saleem alias Jaba, it said. Robbers throw chili powder, rob onion trader of Rs 9 lakh

An onion trader was tody robbed of Rs 9 lakh cash he was carrying by unidentified persons in Lasalgaon town in Nashik district of Maharashtra, police said. The incident occurred this afternoon when the victim, identified as Rahul Sanap, was walking towards his car with a bag containing the cash, an official said. Lasalgaon is the Asia's largest market for onions. Parents arrested in connection with abandoning of new born

The parents of a new born baby, whose body was found abandoned at Puthur in Kollam district with hands and legs bitten off by stray dogs, were arrested today in connection with the child's death, police said. The parents-- Mahesh (26) and Ambili (23) were arrested after several rounds of questioning, they said. The couple, who had got married two years ago, told police they did not want to have a second child soon. Though they tried to abort the baby after Ambili became pregnant, doctors of a hospital at puthoor refused to terminate the pregnancy. Ambili said she delivered the baby boy a couple of days ago, killed it soon after birth and abandoned the body in a thicket. 'Kudumbashree' (Self Help Group) workers had alerted police two days ago after they saw stray dogs attacking the body of the child. Police said a case under various sections of the Indian Penal Code, including punishment for murder and preventing a child being born alive or to cause it to die after birth, .
