The Punjab National Bank (PNB) today said it will take "full-capacity" action against the wrong doers in the Rs 11,400-crore Nirav Modi fraud case, which started in 2011. The state-owned bank said it had detected USD 1.77 billion fraud in which billionaire jeweller Nirav Modi allegedly acquired fraudulent letters of undertaking (LoUs) from one its branches for overseas credit from other Indian lenders. PNB has suspended 10 officers over the scam and referred the matter to the CBI for investigations. The Enforcement Directorate is continuing raids at various places associated with the well-known jewellery designer. PNB CMD Sunil Mehta told reporters that the bank detected the fraud and has referred the matter to the law enforcement agencies. "In the last 123 years, we have seen many ups and down. Jammu and Kashmir would have a law varsity on the lines of the Bangalore-based National Law School of India University (NLSU) and the process to establish it will begin this year, an official said. The state legislature had passed a Bill to establish a national law university in Jammu and Kashmir on Monday, a senior Law Department officer said today. The process to establish it would be started this year to improve the quality of professional legal education in the state, the officer said. State Law and Justice Minister Abdul Haq Khan said that in an All India Law Ministers' conference in 1995, it was resolved to set up in each state a law school on the lines of the NLSU, Bangalore, for improving quality professional legal education. The Supreme Court has criticised a Bombay High Court order granting bail to three accused in a 2014 sensational murder case of Pune-based techie Shaikh Mohsin and said a court cannot make observations which may appear to be "coloured with a bias for or against a community". The top court set aside the order of Bombay High Court of January 12, 2017, by which it had granted bail to all the three accused in the case. A bench of Justices S A Bobde and L Nageswara Rao set aside the high court's decision to grant bail to the accused who were allegedly members of right wing outfit Hindu Rashtra Sena, saying it was difficult to understand why the high court said that "the fault of the deceased was only that he belonged to another religion". The Maharashtra CID today told the Bombay High Court that it had identified some more accused in the killing of Left leader Govind Pansare but was unable to arrest any of them so far. The high court told the CID and the CBI, probing the killings of Pansare and rationalist Narendra Dabholkar respectively, that they have to outsmart the accused because if such crimes go unpunished, other criminals feel emboldened. Appearing for the state Crime Investigation Department (CID), advocate Ashok Mundargi submitted a progress report in investigation into the Pansare case before the high court in a sealed envelope. He said while some "new persons had been identified as accused", the probing authorities were facing difficulty in tracing them, as some of them had changed their residential addresses and phone numbers, and many of them were even living with new identities. The National Green Tribunal has directed the AAP government and the Delhi Development Authority (DDA) to inform it about steps taken by them for the protection of a pond in a southwest Delhi colony. A bench headed by Justice Jawad Rahim directed the Public Works Department (PWD) of Delhi government and the DDA to file a specific affidavit and apprise the tribunal if they have complied with its September 22, 2017 order. "Counsel appearing for the DDA, PWD and others seek time to make clear (their) stand with regard to the compliance of the directions issued by this tribunal in dated September 22, 2017. "Last chance is granted to file a specific statement in the form of affidavit about the compliance to the directions and if there is no compliance the reason thereof," the bench said. In a temporary respite, the Calcutta High Court today directed the CID not to arrest former IPS officer Bharati Ghosh's husband M A V Raju till March 15 in connection with its probe into a case of alleged extortion and illegal exchange of banned notes for gold. Hearing an anticipatory bail plea by Raju, a division bench comprising justices Joymalyo Bagchi and R Bharadwaj directed Raju to cooperate with the investigators and appear before the Netaji Nagar police station once a week. The court asked his lawyer the reason behind moving the plea for anticpatory bail since his name did not figure in the FIR. Raju's counsel Bhaskar Sen submitted before the court that the CID has conducted search and seizure operations at his residence and has taken away several documents and land deeds as well as other assets, including gold ornaments of their household deity. A 49-year-old pilgrim on his way to the Mata Vaishnodevi cave shrine died today in Jammu and Kashmir's Reasi district, police said. Nem Singh, a resident of Chhattisgarh, became unconscious and fell down on the track enroute to the Bhavan, the abode of Mata Vaishnodevi, on the Trikuta hills, a police officer said. He was immediately taken to a dispensary where doctors declared him brought dead, he said. His body has been shifted to the Katra community health centre for further legal formalities, the officer said.
A Thane court has acquitted a 24- year-old man of the charge of killing his parents giving him the benefit of doubt. Additional Sessions Judge at Kalyan, S P Gogarkar, acquitted Sagar Dinkar, observing that the prosecution failed to prove the charge under IPC section 302 (murder) against him. "Considering the scanty evidence produced on record, it is very difficult to connect the accused with the alleged crime," the judge said in his order earlier this week while acquitting the man. The prosecution told the court that the man, who lived with his parents and other siblings at Vashind in Sahapur taluka here, was reluctant to take up a job to support his family and used to have frequent quarrels with his parents over the issue. Final hearing on the validity of a special law passed to protect unauthorised constructions in Delhi will begin in the Supreme Court from April 2.The apex court said that it will be a day-to-day hearing to decide the issue expeditiously.In December, the Lok Sabha passed The National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill. It gives immunity to slums and some unauthorised constructions in Delhi until December 31, 2020.The sealing drive started in Delhi from December 22. The National Investigation Agency (NIA) today took the custody of five accused arrested by the Jammu and Kashmir Police in connection with the escape of Lashkar-e-Taiba terrorist Mohammed Naveed Jhatt from the SMHS hospital, an official spokesman said here. The NIA spokesman said the court of Chief Judicial Magistrate here granted a two-day transit remand of the five accused who had been nabbed by the police on February 8, two days after the escape of 22-year-old Jhatt alias Abu Hanzalla from the busy hospital in the city. The five accused -- Shakeel Ahmed Bhat, Tika Khan, Syed Tajamul Islam, Mohammed Shafi Wani and Jan Mohammed Ganai -- were arrested by the police for allegedly conspiring in the escape of Jhatt. All the five accused are residents of Pulwama. The NIA re-registered the case pertaining to the escape from custody of Jhatt from the SMHS hospital where he was brought in for treatment on February 6. A retired government official and his wife were allegedly killed with their throats slit in their house here today, the police said. Additional Superintendent of Police, Munger, Harishankar Prasad, said a newspaper hawker raised an alarm this morning when he noticed a stream of blood coming out of the house of 75-year-old Rajniti Kunwar. When neighbours forced open the door, Kunwar and his 70-year-old wife Kanti were found dead with their throats slit, Prasad said. He said investigations were on to ascertain the motive of the killings and identify the culprits. Kunwar had retired from the post of Circle Officer in the district in 2002, Prasad said.

A four months pregnant woman was allegedly assaulted by six people, including a CPI(M) functionary, over a land dispute following which she had to undergo an abortion here, police said today. The six people were arrested for assaulting Josna Sibi, 28, at a village in the district on January 28, they said. A scuffle had broken out between her husband and neighbours over a boundary dispute during which Thambi, a CPI(M) branch secretary of Velamcode, kicked Sibi on her stomach, police said. A profusely bleeding Sibi was rushed to the Kozhikode Medical College Hospital where she had to undergo an abortion, they added. A complaint was lodged by her in this connection on February 2. While one person was arrested on February 8, the others were apprehended today following an investigation. The accused were arrested on charges of unlawful assembly, rioting, voluntarily causing hurt, criminal trespass and wrongful restraint.
Karti Chidambaram, son of senior Congress leader P Chidambaram, today appeared before the ED for the second time in connection with the INX Media money laundering case, official sources said. They said Karti Chidambaram deposed before the investigating officer (IO) of the case as per the scheduled summons for today. This was the second time he appeared before the ED in this case after he was first grilled by the agency on January 18. The central probe agency had earlier summoned Karti Chidambaram on February 2 after which he informed them that he would be unable to depose as he had an interlocutory application pending in the Supreme Court in this case. The ED then summoned him for today. It is understood that he today told the IO that he was appearing before the agency "under protest".
