INDIA alliance likely to boycott RS Business Advisory Committee meeting

Opposition alliance INDIA is likely to boycott a meeting of the Business Advisory Committee (BAC) of Rajya Sabha to be held on Thursday morning to protest against the prime minister not making a statement on Manipur violence in Parliament, a senior leader said. The Rajya Sabha BAC has 11 members including the Vice President as its ex-officio chairman. Three MPs from the 26-member INDIA are on the BAC committee -- one each from Congress, RJD and TMC. Sources said the parties may send someone who is not a member as an "observer" to the meeting. However, it is not clear if such an "observer" will be allowed to attend the meeting. On July 20, several opposition leaders had walked out of a BAC meeting to protest against Modi not making a statement on the Manipur issue in Parliament and the Centre bringing a bill to replace an ordinance on the control of services in Delhi despite it being sub-judice. LS adjourned till 12 pm; Rajnath says ready for discussion on Manipur issue

The government is ready to hold a discussion on incidents in Manipur but the opposition is not serious about it, Defence Minister Rajnath Singh said on Friday in Lok Sabha which witnessed protests over the matter leading to adjournment of proceedings till 12 noon. As soon as the House met, the members of the opposition parties were on their feet. The members, including those from the Congress, DMK and Left, raised slogans and told Speaker Om Birla that Manipur is bleeding. The speaker told opposition members that sloganeering will not bring any solution to the problem but only dialogues and discussions can. This is not good. Rajya Sabha proceedings were on Friday adjourned in the pre-lunch session after an uproar over the violence in Manipur and the Chair expunging words from House proceedings. Chairman Jagdeep Dhankhar adjourned proceedings till 2.30 pm as TMC's Derek O'Brien sought to raise a point of order over the expunging of certain words from the House proceedings on Thursday. BJP charges oppn with not allowing discussion on Manipur in parliament

Even though the government was ready for a discussion on Manipur, the opposition disrupted Parliament proceedings and did now allow the debate to take place, the BJP charged on Thursday as it questioned the timing of the surfacing of a May 4 video of two women being paraded naked in the northeastern state. The BJP said that a discussion on the situation in Manipur would have sent out a "meaningful and positive" message to the people of the violence-hit state but the opposition parties did not let it happen because they felt that incidents of "misbehavior" with women in Congress-ruled states as well as the violence during the West Bengal panchayat elections may also come up. Rajya Sabha proceedings were adjourned for the day amid the opposition's demand for a discussion over the Manipur issue. When the Upper House of Parliament, which was also adjourned in the morning session, resumed, Chairman Jagdeep Dhankhar asked for listed papers to be laid. Opposition members started raising slogans when Union Minister for Information and Broadcasting Anurag Thakur moved to introduce the Cinematograph (Amendment) Bill, 2023, to further amend the Cinematograph Act, 1952. Leader of Opposition in the House Mallikarjun Kharge said he has been demanding a discussion on the Manipur issue since morning but has not been allowed one. Monsoon Session begins; LS adjourned till 2 pm after obituary references

On the first day of the Monsoon Session on Thursday, Lok Sabha was adjourned till 2 pm after paying tributes to two sitting members and 11 former MPs, including ex-chief minister of Punjab Parkash Singh Badal. Immediately after the House met, Lok Sabha Speaker Om Birla paid tributes to sitting MPs Rattan Lal Kataria and Balubhau alias Suresh Narayan Dhanorkar. Union Cabinet approves recommendations of Parl panel on Mediation Bill

The Union Cabinet on Wednesday approved amendments to the Mediation Bill including reducing the maximum timeline for completing mediation proceedings from 360 to 180 days. The official amendments to the law ministry bill are likely to be tabled in the Monsoon session of Parliament beginning Thursday. The Mediation Bill, 2021 was introduced in Rajya Sabha in December 2021. Later it was referred to the parliamentary committee on law and personnel which gave its report. The official amendments cleared by the cabinet are based largely on the recommendations made by the parliamentary panel, sources said. Under the other key recommendation of the panel accepted by the government, pre-litigation mediation has been made voluntary instead of mandatory. The first meeting of opposition alliance INDIA will be held on Thursday to chalk out a joint strategy for the monsoon session of Parliament. Sources said the meeting will be held in the chamber of Leader of Opposition in Rajya Sabha Mallikarjun Kharge. "The meeting has been called to discuss the issues to be taken up in Parliament from day one of the monsoon session," an opposition party leader. The monsoon session of the Chhattisgarh Assembly began here on Tuesday with members paying tributes to BJP MLA Vidyaratan Bhasin and former minister in undivided Madhya Pradesh Bhanupratap Singh, who died last month. BJP MLA Ajay Chandrakar also paid tribute to former Kerala chief minister Oomen Chandy who died in Bengaluru in the early hours of Tuesday.
