Historic step: Rahul on Karnataka move to enact ordinance on gig workers

Congress leader Rahul Gandhi on Thursday hailed as historic the Karnataka government's move to promulgate an ordinance aimed at providing social security to platform-based gig workers, stressing that this was the party's vision it would take to every state. The ordinance, promulgated on Tuesday, also proposes the establishment of a welfare board and creation of a dedicated welfare fund for the gig workers. " 'Rating nahi, haq chaahiye'. 'Insaan hai hum, ghulaam nahi'. These powerful words from gig workers stayed with me during the Bharat Jodo Yatra," Gandhi said in a post on X. "Our Congress government in Karnataka has taken a historic step by issuing an ordinance that guarantees rights, dignity, and protection to gig worker... These workers bring us food, deliver essentials, and drive us safely -- in the heat, cold, and rain," the Leader of Opposition in the Lok Sabha added. Yet, they are too often blocked from their apps without explanation, denied sick leave, and paid according

K'taka govt issues ordinance to assert control over Bengaluru palace land

The Karnataka government has issued an ordinance to assert its rights over the expansive Bangalore Palace grounds, which spans 472 acres and 16 guntas near Mehkri Circle here. The move follows the state cabinet's decision on January 24 to reject the issuance of Transferable Development Rights (TDR) to the Mysuru royal family for acquiring nearly 16 acres of land within the palace grounds. According to the state government, granting TDR for the Bangalore Palace grounds would not be in the best interests of the state. The cabinet had expressed concerns that paying Rs 3,014 crore to acquire 16 acres of land for the development of just two kilometers of road would not be economically beneficial for the state. The ordinance aims to regulate and determine the utilisation of the land under the Bangalore Palace (Acquisition and Transfer) Act, 1996, which vests ownership of the land with Karnataka. The total value of the entire 472-acre property has been assessed at Rs 11 crore as per the .

Ordinance on services matter was brought as money power: Kejriwal

Chief Minister Arvind Kejriwal on Friday attacked the BJP-led Centre, saying the ordinance on services matter was brought as money power and the threat of the ED and the CBI failed in Delhi. In a speech in the Assembly, he also claimed that the BJP has brought the "Sanghi" model of democracy through the Services Bill while asserting that the 2024 Lok Sabha elections will be fought on the issue of full statehood for the national capital. Kejriwal alleged that the "democratic rights of the people of Delhi were trampled through the ordinance and the bill". "There are several styles of democratic systems like the Westminister style and parliamentary style. These people (BJP) have brought the Sanghi style of democracy through this bill," he said. "The ordinance on services matter was brought because money power and the threat of the ED and the CBI had failed in Delhi," he added. Kejriwal also claimed that recently, someone from BJP had threatened him, saying, "We will make you bow ...

People of Delhi will give befitting reply to BJP in elections: AAP

The AAP on Tuesday targeted the Centre over the Delhi services bill passed by Parliament and said the people of the national capital will give a "befitting reply" to the BJP in the upcoming elections. AAP chief national spokesperson Priyanka Kakkar said the entire opposition "unitedly opposed" the bill. Party Delhi convener Gopal Rai said the bill is an "insult" to the people of Delhi. "The entire opposition unitedly opposed the unconstitutional bill yesterday. We are fighting the battle in Parliament and the court. The people of Delhi will give them (BJP) a befitting reply in the next elections," Kakkar told PTI. Parliament on Monday passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, that gives the central government control over bureaucrats in the Delhi government. Rai alleged that the bill was introduced in Parliament by the Central Government against the decision of the Supreme Court and called it a "murder of democracy". "The bill brought in

Delhi Services Bill passed, another round of tussle between AAP, L-G likely

The Delhi services bill, passed in Rajya Sabha on Monday, is likely to set the stage for another round of confrontation between the AAP dispensation and the Lt Governor, even as the legislation puts the seal on the Centre's primacy on the control of the city government's bureaucracy. The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, was passed with the Upper House of Parliament approving it with 131 votes in favour and 102 against. Union Home Minister Amit Shah introduced the contentious bill in the House and said that the proposed legislation is aimed at providing effective and corruption-free governance in the national capital. The bill, which was passed by the Lok Sabha last week, replaces an ordinance promulgated by the Centre for handling the transfers and postings of officials in the Delhi government. However, the matter is still hanging fire as the Supreme Court last month formed a constitution bench to examine the power of Parliament over governa

Will examine if Parl can abrogate constitutional principles for Delhi: SC

The Supreme Court has said a five-judge constitution bench will examine the "contours of the power" of Parliament to make law for Delhi and also if it can "abrogate the constitutional principles of governance" for the city dispensation by making a law to take away its control over services. Eight days after a constitution bench held that the Delhi government will have control over services, the Centre on May 19 promulgated an ordinance on the Delhi services matter by exercising its powers under Article 239-AA, a special provision in the Constitution pertaining to the national capital. The top court, which on Thursday referred to a constitution bench the Delhi government's plea challenging the ordinance, framed two legal questions in its 10-page order to be dealt by a larger bench on the ordinance which set off a fresh tussle between the two power centres. "We accordingly refer the following questions to a constitution bench: (i) What are the contours of the power of Parliament to ..

Ordinance promulgated as officers targeted by Delhi govt: Centre to SC

The Centre on Monday told the Supreme Court that the ordinance on control of services in Delhi was promulgated as officers working in the vigilance department were "targeted" by the city government, and bureaucrats and officials were humiliated. In an affidavit filed in the apex court, the Centre claimed that after the May 11 judgement of the constitution bench of the top court, ministers in the Delhi government started a "witch-hunt" and harassment of officers to influence their decision making. A five-judge constitution bench of the apex court had on May 11 said the Delhi government has legislative and executive powers over administration of services except for public order, police and land. "To elaborate the above, the officers working in the vigilance department, that is the department which handles serious vigilance issues relating to complaints of corruption, thus involving, criminal and other politically sensitive cases, came to be specifically targeted by the elected ...

SC issues notice to Centre on plea filed by Delhi govt against Ordinance

The Supreme Court on Monday sought the Centre's stand on a plea filed by the Delhi government challenging the constitutionality of the ordinance on control of services. A bench comprising Chief Justice D Y Chandrachud and Justices P S Narasimha issued notice to the government and asked senior advocate Abhishek Singhvi, appearing for the AAP government, to amend its plea and add the Lieutenant Governor as party in case. "We'll issue notice," the bench said while posting the matter for hearing on July 17. In its plea, the AAP government has said it is an "unconstitutional exercise of executive fiat" that attempts to "override" the top court and the basic structure of the Constitution. Besides quashing the ordinance, the Delhi government has also sought an interim stay on it. The Centre had on May 19 promulgated the Government of National Capital Territory of Delhi (Amendment) Ordinance, 2023, to create an authority for transfer and posting of Group-A officers in Delhi.
