The Ministry of Power on Monday extended the time period of its direction to all thermal plants using imported coal to operate at full capacity by three-and-a-half months till September 30 to avoid electricity shortage amid rising demand in the country. A power ministry-constituted panel has suggested a roadmap outlining the interventions for the near, medium, and long term for the development of the electricity market. The interventions suggested by the panel include setting up a mechanism to monitor whether adequacy of supply is being maintained by the state utilities, enhancing the efficacy of the Day-ahead Market, introducing a market-based mechanism for secondary reserves, and implementing 5-minutes based metering, scheduling, dispatch, and settlement. The proposed changes also include demand response and aggregation, which could reduce reserve requirements and lower electricity costs, according to a power ministry release. There will be strengthening of market monitoring and surveillance activities to keep track of participation and prevent price volatility. A regional-level balancing framework for deviation management will be implemented which would result in reduction in deviation penalties for the States at the ISTS level
Union New and Renewable Energy Minister R K Singh on Saturday directed the industry to set targets under Green Open Access Rules 2022. In June 2023, the government notified the Green Open Access Rules 2022 to further accelerate India's renewable energy programmes. These rules were notified for promoting generation, purchase and consumption of green energy including through waste-to-energy plants. It also enables a simplified procedure for the open access to green power. Singh chaired a meeting with Industry and other stakeholders in New Delhi on Green Energy Open Access Rules, an official statement said. Union Power Minister RK Singh on Tuesday laid the foundation stone for Powergrid's substation in Bihar to expand capacity, an official statement said. "The augmentation of the 220/132 kV Ara sub-station will increase the total transformation capacity of the sub-station to 560 MVA. The scheme would facilitate meeting the demand for electricity for the next 10 years in Ara (Bihar). Uninterrupted power supply will lead to the industrial and commercial development of the area and also improve power availability in Bhojpur, Buxar and Rohtas districts," Powergrid said in a statement. Powergrid Chairman and Managing Director K Sreekant and Director Personnel VK Singh were also present during the event. Industry body Assocham has requested the government to direct state transmission utilities to take necessary steps to optimise the utilisation and monetisation of their spare optical ground wire capacity. A passive optical network or optical ground wire is a dual functioning cable. Besides transportation of power, these can be used for telecommunications purposes, Assocham said, adding that various state transmission utilities presently own and operate around one lakh km of such infrastructure with "ample spare optical ground wire (OPGW) capacity". In a letter to Power Minister R K Singh, Assocham said "there is a significant opportunity to monetise unutilised passive fibre infrastructure already built... by the various state transmission utilities (STUs)." The power ministry has revised the structure of the Day-Ahead National level Merit Order Despatch Mechanism to lower the overall cost of electricity generation, which will translate into lower power prices for consumers, an official statement said Wednesday. As per the revised mechanism, the cheapest generating resources (power) across the country will be despatched (supplied) first to meet the system demand. The power ministry on Monday issued a draft 'Carbon Credit Trading Scheme' with an aim to set up a framework for Indian carbon market and sought feedback from stakeholders. The comments on the draft scheme would have to be submitted with the ministry by April 14, 2023, an office memorandum stated. The parliament has passed the Energy Conservation (Amendment) Bill, 2022 and a notification for the same was issued in December 2022. One of the provisions of this amendment included empowering the central government to "specify carbon trading scheme", in consultation with Bureau of Energy Efficiency (BEE). Now the ministry of power is in the process to finalise the Carbon Credit Trading Scheme (CCTS). The CCTS provides that an 'Accredited Carbon Verifier' means an agency accredited by the BEE to carry out validation or verification activities in respect of the CCTS. Union Power Minister R K Singh on Monday urged electricity consumers to use smart prepaid meters, saying the device helps users bring down power cost by up to 2 per cent. Installation of smart prepaid meters reduces the operational and finance cost for electricity suppliers as consumers credit their account in advance, the minister said while releasing the 'Enabling a consumer-centric Smart Metering Transition in India' report here. "If you have a smart prepaid meter, your cost of electricity will come down by 2-2.5 per cent and the consumer gains (at benefit)," Singh said. Usage of smart meters will lead to digitisation of systems, automation and further efficiencies. It will help in energy accounting, which helps in identifying the areas which need attention.
