Rajya Sabha passes Bill seeking to replace 100-year-old Boiler Act

The Rajya Sabha on Wednesday took up a discussion on The Boilers Bill, 2024, which seeks to repeal over 100 years old the Boilers Act, 1923, to provide for the regulation of boilers, safety of life and property of persons from the danger of explosions of steam-boilers and uniformity in registration. Union Minister Piyush Goyal moved the bill to the House for consideration and passing. The bill was moved amid some uproar by opposition members, who were protesting and demanding that they be allowed clarifications on the statement of External Affairs Minister S Jaishankar on recent relations with China. Peace and tranquility in border areas is a pre-requisite for the development of bilateral ties with China and the two side will be discussing de-escalation and effective management of activities in these areas in the coming days, External Affairs Minister S Jaishankar said on Wednesday while making a statement on India-China relations in the Rajya Sabha. A brief uproar was also witnessed following the statement and Opposition MPs walked out of the House after Chairman Jagdeep Dhankhar, disallowed them from seeking some clarifications. Jaishankar, while making a statement on "Recent Developments in India's Relations with China", also said disengagement has now been achieved in full in eastern Ladakh through a step-by-step process, culminating in Depsang and Demchok. He had earlier made an identical statement in the Lok Sabha on Tuesday. CPI submits breach of privilege motion in RS against Ashwini Vaishnaw

CPI floor leader in Rajya Sabha P Sandosh Kumar on Monday submitted a breach of privilege motion against Railway Minister Ashwini Vaishnaw, accusing him of misleading the House by providing figures contradictory to the ministry's own data submitted earlier to the House. According to a statement issued by the CPI, the ministry, in response to a question raised by CPI MP P P Suneer on safety of railway workers, provided the number of 65 deaths and 569 injuries from 2014-15 to 2023-24, a period of 10 years. However, in an earlier reply in Rajya Sabha on December 8, 2023, the ministry said that 361 railway workers died due to train accidents during maintenance work on rail tracks in the last five years (from 2019-20 to 27.11.2023), the statement said. The CPI said the ministry's reply on Monday sharply contradict the figures provided by it earlier in the Rajya Sabha. The party said in a sub-question of the raised question, Suneer had asked for the zone-wise details of the number of dea

Govt, Oppn work to break impasse in Parliament; Constitution debate likely

The government and opposition parties have come close to reaching an agreement to break the impasse in Parliament with a discussion on the Constitution to mark its 75th year of adoption likely to take place in the coming days, sources said. The Samajwadi Party may also be allowed to raise the Sambhal issue and the Trinamool Congress happenings in Bangladesh in the Lok Sabha, they said. The opposition wants an official announcement of dates for the discussion on the Constitution before agreeing to the resumption of regular parliamentary proceedings, they added. "We are hopeful that Parliament will begin its work from Tuesday. Positive talks have happened," a source said. However, there is little possibility of any specific discussion on the Adani issue, sources added, noting that opposition members may touch on it during other debates. The Congress has been persistent in raising the issue of the indictment of US prosecutors of Adani Group chairperson Gautam Adani and other company

Couldn't work for a single moment in RS, my head is in shame: Dhankhar

Criticising the disruption of proceedings in the Rajya Sabha, Vice President Jagdeep Dhankhar on Saturday said that this "kind of spectacle" could not be afforded in the "mother of democracy". Dhankhar, the chairman of the Rajya Sabha, made the statement while addressing a special session of the Arunachal Pradesh assembly. "I express my deep pain, entering into the fourth quarter of the adoption of the Indian Constitution, we could not work for a single moment in Rajya Sabha, my head is in shame. We cannot afford this kind of spectacle in a country that is the mother of democracy, the largest democracy. How can we go against the spirit of the Constitution? How can we afford to walk out of our obligations?" he said. "I'm happy to know your assembly is otherwise. It's a shining example, a beacon of hope," he added. Dhankhar said political parties have to understand that ultimately the interest of all converges in the prosperity of a nation. "We cannot, under any situation, keep any

RS proceedings suspended till Monday amid protest over Adani, other issues

Rajya Sabha proceedings were adjourned for the day on Friday as opposition MPs protested the rejection of adjournment notices for a discussion on allegations against the Adani Group, and the violence in Manipur and Sambhal. The House will meet again on Monday. Soon after laying of listed papers in the morning session, Chairman Jagdeep Dhankhar said he had received 17 notices for adjournment of scheduled business under Rule 267 of the House. The Chairman said he was rejecting all the notices. This led to a protest by several opposition MPs who began raising slogans. Expressing anguish, Dhankhar said, "I call upon you (MPs) for deep reflection. Rule 267 is being weaponised as a mechanism of disruption". The remark was protested by opposition MPs including those belonging to the Congress. Before adjourning the proceedings for the day, he said similar issues had been raised repeatedly, leading to a loss of three working days. The notices from MPs belonging to opposition parties were

38.9% children under 5 years of age in anganwadis found stunted: Govt data

Over a third of children under five years of age enrolled in anganwadis across India are stunted, the government has told the Rajya Sabha. In response to a question in Rajya Sabha, Women and Child Development Minister of State Savitri Thakur said 7.54 crore children up to five years of age are enrolled in anganwadis and registered on the Poshan Tracker. Of these, 7.31 crore were measured for growth parameters, and findings show that 38.9 per cent of children are stunted, 17 per cent are underweight, and 5.2 per cent are wasted. Stunting, wasting, and underweight are all types of malnutrition, which is a condition caused by an imbalance in a person's energy or nutrient intake. For the broader age group of 06 years, the data shows similar concerns. Of the 16.1 crore projected population of children up to six years in 2021, 8.82 crore are enrolled in anganwadis. Measurements of 8.55 crore children in this group indicate that 37 per cent are stunted, while 17 per cent are underweight,

RS proceedings washed out again amid uproar over Adani, Sambhal issues

Rajya Sabha proceedings were washed out for the third consecutive day on Thursday after uproar by opposition MPs over the Adani issue and violence in Manipur and Sambhal. Chairman Jagdeep Dhankhar's appeals that Parliamentary disruption was not a remedy but a malady which weakened the foundation of India's democracy went unheeded as the opposition members continued to protest. The proceedings of the Upper House were adjourned within minutes after it met at 12 noon, following one adjournment shortly after 11 am. Recalling that Wednesday marked a historic milestone -- the beginning of the final quarter-century before India's Constitution turned 100 -- Dhankhar lamented that the House members missed the opportunity to engage in productive dialogue. "This was a moment for our House of Elders, guided by the spirit of nationalism, to send a powerful message of hope to 1.4 billion Indians, reaffirming our commitment to their dreams and journey towards Viksit Bharat at 2047," he said. "Ye
