Congress president Mallikarjun Kharge on Sunday announced his party's "five guarantees" for poll-bound Assam, with a focus on women's welfare, healthcare for all, land rights and justice in the Zubeen Garg death case.
He also took a swipe at the BJP-led government in the state, accusing it of indulging in rampant corruption and working "to fill the coffers" of its leaders and their families.
Addressing a rally at Naoboicha in Lakhimpur district, Kharge listed the party's 'five guarantees', which include a monthly cash transfer to women, along with an additional Rs 50,000 assistance to women willing to set up or expand a business.
"Our transfer will be unconditional. It will not be like what the BJP government is doing, where women are asked to be members of their party," he said.

Olympic bronze medallist and six-time world champion Indian boxer M C Mary Kom on Sunday said she is considering a move into professional boxing.
The 43-year-old, who became the first Indian woman boxer with an Olympic medal when she bronze in the 2012 London Games, is past the age eligibility to compete on the amateur circuit.
"What can I say about the high points? Winning six World Championships was incredible. Although I reached a stage where age restrictions prevented me from competing further in amateur boxing for the country, a new opportunity has surfaced in Professional Boxing," she said on the sidelines of Sundays on Cycle event.
"I am currently taking some time to consider it. I am working hard and trying to make a comeback to show people what I can still do.
Widely considered one of the greatest amateur boxers, Mary Kom also underlined her commitment to grassroots development through her academy in Manipur.

Skipper Rajat Patidar said Royal Challengers Bengaluru have put behind the euphoria of winning the IPL last season, and the team's focus is now simply on "ticking all the boxes" to win another trophy this year.

Former Raymond chairman Vijaypat Singhania died here on Saturday evening, his family said.
He was 87.
His son Gautam Singhania, the group's current chairman and managing director, announced the death on the microblogging platform 'X'.
Singhania passed away "peacefully" in Mumbai, and the last rites will be performed on Sunday, a Raymond Group spokesperson said.
Vijaypat Singhania, a recipient of the Padma Bhushan, was also a keen aviator and held a world record for the highest altitude gained in a hot air balloon.
He led Raymond as chairman for two decades till 2000. After handing over the reins of the company to Gautam, Vijaypat also transferred his entire 37 per cent stake in the company to his son.
Vijaypat Singhania and his son were embroiled in legal disputes some years ago, but later they settled the issues.

India on Saturday said it has strongly opposed the contentious China-led Investment Facilitation for Development (IFD) Agreement for its incorporation into the WTO framework.
Incorporation of the IFD agreement risks eroding the functional limits of the WTO and undermining its foundational principles, Commerce and Industry Minister Piyush Goyal said in a social media post.
This was stated by India in the ongoing 14th ministerial conference of the World Trade Organisation (WTO) in Yaounde, Cameroon.
"At #WTOMC14, drawing inspiration from Mahatma Gandhi ji's philosophy of Truth prevailing over conformity, India showed the courage to stand alone on the contentious issue of the IFD Agreement and did not agree to its incorporation into the WTO framework as an Annex 4 Agreement," he said.
Annex 4 of the WTO Agreement contains Plurilateral Trade Agreements that are binding only on the WTO members that have accepted them, unlike the mandatory multilateral agreements.

State-owned Energy Efficiency Services Ltd (EESL) is planning new tenders to procure half a million induction cookstoves in two phases to meet the rising demand for e-cooking appliances, official sources said on Thursday.
This move assumes significance in view of the West Asia crisis, which has hit LPG and the country's natural gas supplies.
EESL has recently awarded a tender for one lakh induction cookstoves to cater to the rising demand and has also conducted the tender for induction-compatible utensils, after initial feedback from various state governments and customers, the official sources said.
"Looking at the overwhelming response of demand in the current market, EESL plans to float a fresh tender of over half a million pieces after consuming the current vendor's quantity," the sources told PTI.
EESL had launched the National Electric Cooking Program (NECP) in 2023.
Recently, there has been a sharp spike in electric induction stove prices due to surging demand amid an LPG .
