UGC, DU tussle at a glance

The controversial four-year undergraduate programme (FYUP) is at the centre of a tussle between the UGC and Delhi University (DU). The following is what the two are saying on the issue:

What the University Grants Commission is saying:

* The UGC wants Delhi University to go back to the three-year undergraduate programme, which was prevalent before the introduction of the FYUP, including the honours programme in different subjects of humanities, commerce and science.

* The UGC says the FYUP introduced by DU in the 2013-14 academic session was not in consonance with the National Policy on Education (1986) and 10+2+3 structure envisaged under it and the University of Delhi has not followed the procedure prescribed in the Delhi University Act, 1922.

 

* The UGC wants students to seek admission in a college of DU only to the three-year undergraduate programme which was prevalent prior to introduction of FYUP and not to FYUP and pay fees only for the three-year programme.

* The UGC said DU in no way should admit students for the academic year 2014-2015 under the FYUP. DU should inform all colleges that it should conduct admission only to the three-year programme.

* The UGC also wants appropriate arrangements to be made by DU for students already admitted in the academic year 2013-2014 in the FYUP to migrate to the three-year programme structure so that they do not lose an academic year for obtaining undergraduate degree.

What DU is saying:

* Have taken all other steps to adhere to the three-year programme as envisaged under the 10+2+3 structure under the National Education Policy 1986, while ensuring students are facilitated through the process of transacting the cirriculum made in compliance of the NEP and as per UGC concerns.

* Students seeking admission to undergraduate programme would be admitted into the three-year bachelor's degree programme (B.A./B.Sc/B.Com) in their Discipline-I (Major subject) and would graduate with the corresponding degree on the completion of three years which would be in conformity with the National Policy on Education (NPE) (10+2+3 scheme).

* Students wanting honours degree have to complete four years of undergraduate study. Terms the fourth year as optional.

* Maintains that all procedures have been carried out as per law.
