The Election Commission panel set up to monitor paid news on local television channels ahead of the November elections in Chhattisgarh finds itself in a quandary. In the control room that has been set up for the purpose, it found several TV sets were not working, the recording facilities out of order and cable services disrupted. Senior officials who visited the control room found it easy to organise that faulty equipment be replaced. Their problem is that they can do nothing about the disruptive cable service - because the cable networks are owned by the local news channels.
