Union Minister for Information and Broadcasting and Bharatiya Janata Party spokesperson Prakash Javadekar provided a good indication of exactly where the decision-making powers lie in this regime. At a recent press conference, he ducked most questions, from deadlines and time frames for projects such as cleaning the Ganga to the number of projects the environment ministry has cleared and so on. His stock answer to every query was, "Woh batayenge" [He will tell you]. Who was this "woh"? No one thought fit to ask Javadekar because everyone knew who he was talking about.
