Source of speculation

Ministers and leaders of the Bharatiya Janata Party are speculating on the timing and intent of a report by a foreign news agency that Prime Minister Narendra Modi is likely to change the portfolio of one of his senior-most ministers. Most of them are saying the change is unlikely to take place. One minister, said to be the senior minister's likely replacement, is busy telling people that he isn't the unnamed source of the report.
