Min asks officials to simplify procedure for better services

The State Minister for Social Welfare Bali Bhagat today asked the officials of his department to simplify the procedures for providing better services to people of the state.

He was chairing a meeting with officers of district administration and department of Social welfare at Bhaderwah today.

While reviewing the prevailing nutrition procurement policy of the department, he said a new policy based on e-tendering and multi-level (laboratory, district and anganwadi centre level) testing of the sample of nutritional food was in the pipeline.

"The policy will be finalized soon and it will ensure the procurement of better quality nutritional food besides keeping a check on pilferages" he said.
 

Taking serious view of the complaints regarding illegal and backdoor appointments in the department, he directed officers to conduct an inquiry and initiate action in this regard.

He also ordered the authorities to terminate 'non-serious employees' of the Anganwadi centres who remain absent from duty.

He also ordered officials at Bhaderwah to register an FIR, within two days, against an Anganwadi worker who continued to work as RET teacher without resigning from the Social Welfare Department, despite repeated notices.

Under MGNREGA Scheme, Bhagat instructed Deputy Commissioner Doda, Bhupinder Kumar to identify some Panchayats and conduct an inquiry to check that the scheme has been properly implemented.

As a part of reforms in the department, the minister said now death certificates can be obtained from chowkidar of the village.

Tehsil social welfare officer is responsible for obtaining income and medical certificates of beneficiaries from Tehsildar and BMO respectively.

Earlier Deputy Commissioner Doda briefed Bhagat about the physical and financial achievements made by the district during annual Plan 2014-15.

Kumar informed the minister that out of total approved outlay of Rs 8706.21 lakhs, revised estimate was Rs 6611.03 lakhs and expenditure ending March 2015 amounted to Rs 5926.96 lakhs which is 89.65 per cent of the released amount.
