The trio was trying to take the cannabis, sourced from Bhuntar in Kullu, to Mumbai by train, they said.
While two of those arrested, Rafik (24) and Gulzar (21) hail from Himachal Pradesh's Kullu district, the third, Ramdev (29), is from the Sarai Kale Khan area of the national capital, the officials said.
