Delivering the Lala Achint Ram memorial lecture here yesterday on probity in public life, Singh said: The practical goal should be both the political and economic power should be widely disbursed. Concentration of power gives rise to the temptation to misuse it.

The former finance minister observed: Corruption may be a universal phenomenon but this is no consolation to a developing country like India. Poor countries like India cannot afford to waste its precious resources in corruption....Corruption leads to destruction of resources which can ensure universal primary eductation and health care fopr all.
