The Unique Identification Authority of India has suspended 1.2 per cent of Aadhar operators in the last year for attempting fraudulent activities, an official statement said on Tuesday. The Unique Identification Authority of India (UIDAI) is estimated to have 99,000-1 lakh operators who enrol individuals as well as provide other Aadhaar services like name correction, address change etc. "About 1.2 per cent of total operators have been suspended in the last one year, due to attempted fraudulent activities. Necessary penal action is taken in such cases," UIDAI said in a statement. In a security update of the Aadhaar system, the UIDAI said that it has restricted the number of enrolments per day per machine. "To discourage mischievous operators from misusing the system, GPS fencing has been embedded in the Enrolment machines. The Centre has authorised state governments to carry out Aadhaar authentication of prison inmates on a voluntary basis so that they will be able to get health care, skilling, vocational training, interview with relatives and legal aid, among other services. In a notification, the Union Home Ministry said the decision has been taken after it was authorised under Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, for the targeted delivery of financial and other subsidies, benefits and services. The Aadhaar authentication will be carried out on the prison inmates on a voluntary basis using Yes/No authentication facility for delivery of various benefits or facilities to which they are entitled, such as correctional reform measures, health, skilling, vocational training, interview with relatives, legal aid, etc, the notification said. Capital markets regulator Sebi on Wednesday came out with a list of 39 entities, including Nirmal Bang Securities, NJ Indiainvest and Muthoot Securities, that can use e-KYC Aadhaar authentication services in the securities market as sub-KYC user agency. This came after Sebi in May 2020 listed eight entities including BSE that can undertake Aadhaar Authentication service of UIDAI as KYC user agency (KUA) in the securities market. Further, a KUA can permit Sebi-registered intermediaries to undertake Aadhaar Authentication of their clients as sub-KUA for the purpose of KYC (Know Your Client). Other entities listed by the regulator include Indbank Merchant Banking Services, Orbis Financial Corporation, Indo Money Securities, HSB Securities and Equities, Flourish Fincap and Vogue Commercial Company. About 48 crore individual Permanent Account Numbers (PANs), out of the total 61 crore issued till now, have been linked with Aadhaar till date and those who do not link it by the declared deadline of March 31 will not get benefits while undertaking various business and tax-related activities, CBDT Chairperson Nitin Gupta said. The government has made the linkage of the two databases mandatory and declared that those individual PANs that are not attached to the Aadhaar by the end of this financial year (March 31, 2023) will be rendered inoperative. A fee of Rs 1,000 will be payable for those who want to link their PAN and Aadhaar between now and March 31. "There are about 61 crore individual PANs issued till now and out of this, around 48 crore have been seeded with Aadhaar. The difference is around 13 crore now, including the exempt category, and we hope the rest will also be linked by the end date," Gupta told PTI in a post-Budget interview. The government expects five to seven countries to sign up for adopting India-developed technology platforms like UPI and Aadhaar by March for accelerating digitisation, according to Union minister Rajeev Chandrasekhar. While speaking at India Stack Developer Conference, the minister said that the Prime Minister has decided to offer India technology platforms to countries to help them accelerate digitisation. "I expect by February-March, about 5-7 countries around the world to sign up (for adopting platforms)," Chandrasekhar said. Aadhaar-issuing body UIDAI has issued a set of guidelines to Offline Verification Seeking Entities (OVSEs) with several usage hygiene protocols, stronger safety mechanisms at user level and ways to enhance residents' trust while using Aadhaar voluntarily. Notably, entities have been told to perform verification of Aadhaar after explicit consent of a Aadhaar holder. Also, entities must maintain the log or record of the explicit consent received from residents for any future audit by Unique Identification Authority of India (UIDAI) or any other legal agency. "These entities need to be courteous to residents and assure them about the security and confidentiality of their Aadhaar while conducting offline verification," UIDAI said in a statement. The Unique Identification Authority of India (UIDAI) has advised people to use Aadhaar confidently as per their choice to avail benefits and services, but to observe the same level of usage hygiene as one would for other identity documents including bank account, PAN or passport. Aadhaar-issuing body UIDAI also urged residents not to leave Aadhaar letter / PVC Card, or its copy unattended. Residents are advised not to share Aadhaar openly in the public domain, particularly on social media and other public platforms, UIDAI said in a statement.
