The US Department of Commerce has announced preliminary anti-dumping duty on imports of solar cells and panels from India. It has been alleged that solar cells from India are being sold in the US below the fair value. The department's notice lists four Indian manufacturers - Mundra Solar PV, Mundra Solar Energy, Kowa Company, and Premier Energy Photovoltaic. Their estimated weighted average dumping margin has been calculated at 123.07 per cent. The department has stated that it will issue the final determination within 75 days after the date of its preliminary determination. India has imposed an anti-dumping duty of up to USD 664 per tonne on imports of a certain type of solar glass from China and Vietnam for five years in a bid to protect domestic manufacturers from cheap imports from these two countries, according to a government notification. The duty was imposed after the commerce ministry's investigation arm Directorate General of Trade Remedies (DGTR) recommended for the same after conducting a detailed probe on the dumping of 'Textured Toughened (Tempered) Coated and Uncoated Glass' from China and Vietnam. Commonly used in solar panels, these glasses are also referred to as Solar Glass, Low Iron Solar Glass, Solar PV Glass, High Transmission Photovoltaic Glass, and Tempered Low Iron Patterned Solar Glass. It has concluded in its findings that there is a substantial increase in the volume of dumped imports of the glass from these countries in absolute and relative terms. India has initiated an anti-dumping probe into imports of aluminium frames for solar panels from China following a complaint by a domestic manufacturer, according to a notification. The commerce ministry's investigation arm Directorate General of Trade Remedies (DGTR) is probing the alleged dumping of 'aluminium frame for solar panels/modules' originating in or exported from China. The application for the investigations has been filed by Vishakha Metals. The DGTR in a notification said the applicant has alleged that the product is exported by China into India at dumped prices in significant quantities for a prolonged period and that is impacting the industry. "On the basis of the duly substantiated written application by the domestic industry...on the basis of prima facie evidence submitted by the domestic industry...the authority, hereby, initiates an anti-dumping investigation," the notification said. The commerce ministry has terminated an anti-dumping investigation into import of solar cells from China, Thailand and Vietnam following a request from the Indian Solar Manufacturers Association(ISMA). On May 15, 2021, the ministry's investigation arm Directorate General of Trade Remedies (DGTR) initiated a probe into alleged dumping of "solar cells whether or not assembled into modules or panels" exported from the three nations, following a complaint by the association. "In view of the request made by the domestic industry, ISMA,...the authority hereby terminates the investigation initiated on May 15, 2021... against the imports of solar cells whether or not assembled into modules or panels exported by these countries," the DGTR said in a notification.
