The Rajasthan government on Wednesday introduced in the state Assembly the Rajasthan Coaching Centres (Control and Regulation) Bill having provisions like mandatory registration of all coaching centres, setting up of an authority to regulate coaching centres and a penalty from Rs 2-5 lakh for the violation of registration rules. The bill, introduced by Higher Education Minister Prem Chand Bairwa, assumes significance in view of suicide cases that have happened mostly in Kota, a hub of coaching centres offering courses for entrance in prestigious medical and engineering colleges across the country. After enactment, no coaching centre in the state will be allowed to establish or run without obtaining a valid registration certificate. More than 600 students have received refunds of Rs 1.56 crore from coaching institutes after the intervention of the Department of Consumer Affairs. According to an official statement on Saturday, the department has "successfully secured refunds amounting to Rs 1.56 crore for over 600 aspirants and students in the education sector." These students, enrolled in coaching centres for civil services, engineering courses and other programmes, were previously denied rightful refunds despite following the terms and conditions set forth by the coaching institutes, it added. The Centre on Wednesday released new guidelines to regulate misleading advertisements by coaching institutes, prohibiting false claims like 100 per cent selection or 100 per cent job security. The final guidelines, drafted by the Central Consumer Protection Authority (CCPA), come in the wake of several complaints on the National Consumer Helpline. The CCPA has issued 54 notices and imposed penalties of about Rs 54.60 lakh till date. "We have seen coaching centres deliberately concealing information from prospective students. Therefore, we have come out with the guidelines to provide guidance to people involved in the coaching industry," Consumer Affairs Secretary Nidhi Khare told reporters.
