2020 Delhi riots: HC grants bail to ex-AAP councilor Tahir Hussain

The Delhi High Court on Wednesday granted bail to former AAP councillor Tahir Hussain in five cases related to the northeast Delhi riots of 2020. Communal clashes had broken out in northeast Delhi on February 24, 2020, after violence between citizenship law supporters and protesters spiralled out of control, leaving at least 53 people dead and around 700 injured. "Bail granted subject to conditions in all 5 FIRs," Justice Anish Dayal said on Wednesday while pronouncing the verdict on the bail applications by Hussain in the cases. The cases against the former councillor pertain to alleged rioting during the violence in February 2020. The cases also relate to the injuries suffered by two people on account of a riotous mob pelting stones, throwing petrol bombs and firing gunshots from the terrace of Hussain's house and the alleged commission of offences of attempt to murder and violation of the Arms Act. Raging Yamuna nears all-time record level in Delhi, touches 207.49 mt mark

The Yamuna river in Delhi swelled to 207.25 metres and was flowing precariously close to the all-time record level of 207.49 metres reached in 1978, government agencies said on Wednesday. According to the Central Water Commission's (CWC) flood-monitoring portal, the water level at the Old Railway Bridge crossed the 207-metre mark at 4 am, the first time since 2013, and rose to 207.25 metres by 8 am on Wednesday. It is expected that the river will rise to 207.35 metres by 12 noon on Wednesday and continue to rise further, an official of the irrigation and flood control department said. Delhi recorded a rapid increase in the Yamuna water level over the last three days. The Yamuna river in Delhi swelled to the highest recorded level in 10 years on Tuesday and is expected to rise further, officials said on Tuesday. According to the Central Water Commission's (CWC) flood-monitoring portal, the water level at the Old Railway Bridge rose from 205.4 metres at 5 pm on Monday to 206.76 metres at 8 pm on Tuesday as Haryana discharged more water into the river from the Hathnikund barrage in Yamunanagar. Scores of people who lived in the Yamuna floodplain area in Delhi had to scamper to safety in the dark of the night as the water rose above the danger mark in the Yamuna River, threatening their lives and lifelong earnings. People were forced to evacuate themselves to higher places nearby in the early hours of Tuesday after the river breached the danger mark here a day earlier. Contractor to be blacklisted in case of fatal accidents: Delhi's new rules

The Delhi government Tuesday issued new safety guidelines for construction sites, saying the contractor will be blacklisted in case of any accident leading to a loss of life, while administrative action will be initiated against officials too. The new safety guidelines come in the aftermath of two deaths at separate Public Works Department construction sites here. In an official circular, the Delhi government said there should be proper barricading and signages at construction sites and the contractor has to ensure no waterlogging. Administrative action will be taken against officials in case of any accident, it said. "In case of any accident leading to a loss of life on the construction site due to lack of safety protocol, the contractor shall be black-listed, an FIR shall be lodged and administrative action shall be initiated against the Engineer in-charge," according to an official circular. A blame game erupted Tuesday even as people were plagued by multiple problems due to the heavy rain over the weekend, with Delhi Lieutenant Governor V K Saxena saying the city faced the "annual ritual" of waterlogging as drains were not properly desilted, prompting a sharp reaction from the AAP government. Delhi Water Minister Saurabh Bharadwaj slammed the LG, saying he is blaming the Aam Aadmi Party (AAP) government even though he had earlier claimed that the drains were desilted and the Yamuna was cleaned. Delhi's population has risen by 50 lakh since 2014, but planning was not done accordingly for sewer lines and drainage, which has caused waterlogging in the city, Lieutenant Governor V K Saxena said on Tuesday. Taking stock of the rising water level of the Yamuna river at the Yamuna Bazar area , Saxena said preparations should have been made beforehand to deal with the unprecedented rains. Evacuation begins in nearby areas of Yamuna as it swells further in Delhi

The Yamuna in Delhi has exceeded the evacuation mark of 206 metres, prompting the relocation of people residing in flood-prone areas to safer locations, officials said on Tuesday. The river crossed the danger mark of 205.33 metres in Delhi on Monday evening, much earlier than anticipated. According to the Central Water Commission's (CWC) flood-monitoring portal, the water level at the Old Railway Bridge rose to 206.28 metres by 6 am on Tuesday with Haryana releasing more water into the river from the Hathnikund barrage in Yamunanagar. It is expected that the river will rise to 206.65 metres by Tuesday afternoon, before gradually subsiding. All MCD run schools to be closed on Tuesday due to heavy rainfall

All schools run, aided or recognised by the Municipal Corporation of Delhi will be closed on July 11 in view of heavy rainfall in the city and adverse weather conditions forecast, according to an official order issued on Monday. The order issued by the education department of the Municipal Corporation of Delhi (MCD), however, mentioned that these schools shall be closed only for students. Department heads and teachers shall come to schools, and all offices will also be functional, it said. "In view of the heavy rainfall in Delhi and alert issued by the India Meteorological Department on adverse weather conditions, it has been decided that all MCD schools, MCD-aided and recognised schools will be closed on July 11," the order stated.

Delhi court sends Supertech chairman Arora to judicial custody till Jul 24

A Delhi court on Monday sent R K Arora, the chairman and promoter of real estate major Supertech Group, to judicial custody till July 24 in a money laundering case. Special Judge Devender Kumar Jangala sent Arora to jail after he was produced before the court by the Enforcement Directorate on the expiry of his 12-day custody. The agency told the judge that it did not require his further custody. Arora was arrested on June 27 under the criminal sections of the Prevention of Money Laundering Act (PMLA) after three rounds of questioning. Delhi excise scam: SC agrees to hear Manish Sisodia's bail pleas on July 14

The Supreme Court on Monday agreed to hear the bail pleas of Aam Aadmi Party (AAP) leader Manish Sisodia on July 14 in the excise policy "scam" case being probed by the CBI and the money-laundering matter arising out of it. A bench of Chief Justice D Y Chandrachud and Justice P S Narasimha agreed to hear the matter after senior advocate Abhishek Singhvi, representing the former Delhi deputy chief minister, urged the court to take it up for hearing on grounds that his wife is seriously ill and hospitalised. The bench said although the matter is listed for hearing on July 17, it will take it up on July 14. Incessant rain triples cases of typhoid, throat infection in Delhi

The incessant rainfall over the weekend has led to a spurt in typhoid and upper respiratory infection cases among people, with experts identifying the elderly and the teenagers as the most vulnerable age groups. Delhi recorded 153 mm of rain in 24 hours ending 8.30 am on Sunday, the highest in a single day in July since 1982. The national capital recorded 107 mm of precipitation till 8.30 am on Monday. According to Dr Rajeev Gupta, an expert in internal medicine and a director at C K Birla Hospital, there has been a sharp increase in patients troubled by typhoid and jaundice alongside upper respiratory infections. PWD asks for formation of emergency response teams to deal with accidents

The Public Works Department (PWD) of the Delhi government has directed for the constitution of emergency response teams (ERTs) to deal with accidents in the aftermath of two deaths at different work sites of the agency. The teams shall submit a preliminary report on such incidents, along with geo-tagged photographs of the sites, to the PWD Secretariat within four hours of the incidents, according to an official communication, which also said that deaths on account of any incident will invite blacklisting of the contractor. SC issues notice to Centre on plea filed by Delhi govt against Ordinance

The Supreme Court on Monday sought the Centre's stand on a plea filed by the Delhi government challenging the constitutionality of the ordinance on control of services. A bench comprising Chief Justice D Y Chandrachud and Justices P S Narasimha issued notice to the government and asked senior advocate Abhishek Singhvi, appearing for the AAP government, to amend its plea and add the Lieutenant Governor as party in case. "We'll issue notice," the bench said while posting the matter for hearing on July 17. In its plea, the AAP government has said it is an "unconstitutional exercise of executive fiat" that attempts to "override" the top court and the basic structure of the Constitution.
