The Centre has earned Rs 279 crore revenue from disposal of scrap by its various departments and organisations during the ongoing month-long cleanliness campaign, officials said on Monday. The special campaign 4.0 launched by the government, with Department of Administrative Reforms & Public Grievances (DARPG) as the nodal department, will attain its stated objectives of institutionalisation of cleanliness campaigns and reduction in pendency with a saturation approach, according to an official statement. Giving details of the campaign being carried out from October 2-31, the Personnel Ministry said it has led to earning of Rs 279 crore through scrap disposal, freeing up of 127 lakh square feet OF space for productive use and redressal of 4.27 lakh public grievances. The Central Vigilance Commission (CVC) has asked all government departments, public sector banks and insurance companies to ensure that disciplinary cases are brought to a logical conclusion within the prescribed timelines and without any inordinate delay. The commission has said the Department of Personnel and Training (DoPT) and it have issued guidelines from time to time, impressing upon the organisations concerned for a timely conclusion of disciplinary proceedings. "However, it has been observed that on many occasions, there is inordinate delay in bringing the cases to logical conclusion, which is against the principles of natural justice and also defeats the very purpose of initiating disciplinary action," the CVC said in an order. The Centre will launch curated training programmes for government employees on Good Governance Day on Monday, an official statement said. The Department of Personnel and Training (DoPT) is going to celebrate Good Governance Day on December 25, the statement issued on Sunday said. Singh, the Union Minister of State for Personnel, will launch three new features on the iGOT (integrated government online training) Karmayogi platform: My iGOT, blended programmes, and curated programmes, it said. My iGOT delivers targeted training courses on the home page of individual officers that directly address the unique capacity-building needs of the officer as identified in the capacity-building plan for their ministries/departments thereby facilitating a highly personalised, focused and targeted capacity-building experience, it said. Fresh rules to prescribe the form and format for filing details of assets and liabilities by central government employees under the Lokpal Act are yet to be notified, the Department of Personnel and Training has said. The declaration under the Lokpal law is in addition to similar ones filed by the employees under various service rules. As per rules notified under the Lokpal and Lokayuktas Act, 2013, every public servant was required to file asset details under Section 44 on March 31 every year or on or before July 31. For 2014, the last date for filing the declaration was September 15. After several extensions, the Department of Personnel and Training (DoPT) extended the deadline indefinitely on December 1, 2016, saying a new format and fresh set of rules were being finalised by the government in this regard. Pankaj Saran has been given one-year extension as the Deputy National Security Advisor (Dy NSA), according to a Personnel Ministry order issued on Thursday. Saran, a 1982-batch officer of Indian Foreign Service, was appointed as the Deputy NSA in May 2018. He was then serving as India's envoy to Russia. The competent authority has approved the extension in tenure of Saran as Deputy National Security Advisor for a period of one year beyond September 3, 2020 on contract basis, it said. Saran had previously held different positions, including the country's High Commissioner to Bangladesh. He has also served as the Joint Secretary in the Prime Minister's Office between 2007 and 2012. Former chief of the Intelligence Bureau Ajit Doval is the National Security Advisor.
