Cement prices to remain tepid as GST, Rera and monsoon hit demand

The Goods and Services Tax (GST) and Real Estate (Regulation and Development) Act, 2016 (RERA) implementation, together with good monsoons, cooled off cement prices across the country by 2-3 per cent on an average in the immediate months of the new tax regime. It is expected that prices will continue to remain low during the second quarter until the bulk of cement dealers move over to the new tax framework.Sector analysts opined that the northern, central and eastern markets were particularly hit as most of the dealer base resorted to destocking in June in anticipation of GST and the pace of restocking is not satisfactory. Moreover, dealers, particularly in the tier 2-3 markets are still sceptical of the input tax credit affecting volume uptake."It is expected that prices will continue to remain subdued in the second quarter as dealers, mostly in the northern-eastern markets are yet to understand the GST implications and how to claim input tax credit", an analyst with brokerage firm ..

High debt to negate impact of high GST registrations in West Bengal

West Bengal has seen a surge in new GST registration post its roll-out. The state has topped the list of new registrations among all states at around 200,000 new registrations since the roll out of GST on July 1st. According to senior tax officials, one of the reasons behind the surge was the fact that a lot traders involved in businesses like medicine shops, textiles, jewelry and wood work, among others, who were not in the tax net earlier, are now under GST network.The total number of assesses under the value added tax (VAT) regime in West Bengal was close to 98000, according to rough estimates. Thus, post GST, an addition of two lakh new tax payers is expected to add significantly to the tax kitty of West Bengal.However, much of the positive impact of anticipated higher tax collection is expected to be negated by the high debt burden of the state.
