The Haryana government on Thursday decided to apply the "no work, no pay" principle for clerks who have been striking for a revision of their basic pay. According to an order issued by the finance department's additional chief secretary, the strike is causing inconvenience to the public. "Accordingly, the government has decided that the principle of 'no work, no pay' shall be made applicable and the salary of such employees who are taking part in the strike shall not be released for the period they remain on strike," the order said. "Therefore, all the drawing and disbursing officers of all the departments are hereby directed that the salary of the employees who are on strike should not be released till further orders," it added. A Delhi court on Tuesday acquitted ex-Haryana minister Gopal Goyal Kanda in a case of abetment of suicide of air hostess Geetika Sharma. Special Judge Vikas Dhull also acquitted co-accused Aruna Chadha in the case, saying the prosecution failed to prove the charges beyond all reasonable doubts. The accused were facing charges under various sections, including 306 (abetment of suicide), 506 (criminal intimidation), 201 (destruction of evidence), 120B (criminal conspiracy) and 466 (forgery). The trial court had also framed charges of rape (376) and 377 (unnatural sex) against Kanda. The Delhi High Court, however, later quashed the charges under 376 and 377 of the IPC. Sharma, who was earlier employed with Kanda's MLDR airlines, was found dead on August 5, 2012 at her Ashok Vihar residence in North West Delhi. In a reply to a question in Parliament, Union Minister of State for Labour and Employment Rameswar Teli on Thursday said the unemployment rate in Haryana was 2.9 per cent in 2013-14 (when Congress was in power), which increased to 9.0 per cent in 2021-22, the Congress leader said in a statement here. Floodwaters have started receding from several places in Punjab and Haryana, battered by heavy downpour earlier this week, even as relief works were underway in flood-hit areas of both states on Saturday. With 14 districts in Punjab and 13 in Haryana hit by the recent downpour, at least 55 people have died in rain-related incidents in both states. A total of 29 people died in rain-related incidents in Punjab while the death toll in Haryana stands at 26, according to official data. Over 25,000 people have been evacuated to safe places from waterlogged localities in various flood-hit districts of Punjab and more than 5,300 in Haryana. In a bid to enhance revenue, the Himachal Pradesh government on Saturday increased the value added tax (VAT) on diesel by Rs 3 per litre to Rs 10.40 per litre. VAT on diesel has been increased from 9.90 per cent to 13.9 per cent, an increase of Rs 3 per litre from Rs 7.40 to Rs 10.40 per litre, as per the notification issued by the State Excise and Taxation department. Justifying the increase, chief minister Sukhvinder Singh Sukhu on Saturday said the previous BJP government had reduced the VAT by seven per cent on the eve of the last assembly polls held in November 2022 and the increase was imperative for mobilising resources along with other measures. He said the state has suffered huge losses due to heavy rains and resources have to be mobilized in this hour. The Haryana government has asked the Centre for a permanent battalion of the National Disaster Response Force (NDRF) to deal with "disaster situations", an official statement said here on Friday. Deputy Chief Minister Dushyant Chautala has written to Union Home Minister Amit Shah in this regard. Haryana was battered by heavy rains over the past few days with floods reported from several parts of the state. In his letter, Chautala said that with the availability of a permanent battalion of the NDRF in Haryana, immediate relief can be provided at the time of disaster. He said that land for the battalion could be provided by the state government near the Hisar airport. Chautala said that there are 1,149 jawans in a battalion and in such a situation, Haryana will become more capable to deal with floods, earthquakes or other crisis situations. At present, NDRF teams have to be called from other states in case of any disaster, he wrote.
