South Africa can bring the case under the Genocide Convention because both it and Israel are signatories to the convention.

Israel embassy 'blast': Delhi police finds conspiracy 'proof', to lodge FIR

After three days of investigation into the blast near the Israeli Embassy here, the Delhi Police is planning to register an FIR as they have found "crucial evidence" pointing to a conspiracy to threaten the envoy, sources said on Friday. Delhi Police sources said security agency officials are contemplating the charges under which the FIR would be registered. They are also analysing if the investigation can be handed over to the National Investigation Agency (NIA). Delhi Police on Thursday recorded the statements of some people who claimed to have heard the explosion near the Israeli embassy, an official said. Police have also prepared a list of people who were seen near the spot just before the low-intensity blast occurred on Tuesday with the help of footage taken from CCTV cameras, he said. The statements of at least 10 people, including security guards and passersby who claimed to have heard the explosion and also saw some smoke, have been recorded, the official said. With the help of dump data from mobile phones active near the spot and CCTV camera footage, a few people have been identified and some of them were questioned on Thursday, the officer added. According to another officer, the components of the explosive will be ascertained once the forensic reports come. Officials probing a blast that occurred near the Israeli embassy here suspect it was a well-orchestrated plan, knowing that no CCTV camera was installed on Prithviraj Road, police sources said on Wednesday. A low-intensity blast occurred in the area between the boundary walls of the house on plot number 4 -- Nanda's House -- and the Central Hindi Training Institute on plot number 2A on Prithviraj Road on Tuesday evening. The area has bushes, plants and trees and no CCTV camera, the sources said. The area is behind the Israeli embassy on Dr APJ Abdul Kalam Road, running parallel to Prithviraj Road. The sources said there was no CCTV camera at the location as compared to Dr APJ Abdul Kalam Road where more than a dozen cameras are installed outside and near the embassy. Delhi Police on Tuesday evening received a call about a blast near the Israel embassy located in the New Delhi district but no explosive has been found yet, officials said. The search operation is underway, they said. When contacted, Israeli embassy spokesperson Guy Nir said, "We can confirm that around 5:48 pm there was a blast in close proximity to the embassy.
