JERUSALEM (Reuters) - Teva Pharmaceutical Industries said on Tuesday it had reached an agreement with workers on closing its tablet factory in Jerusalem by the end of 2019, ending weeks of labour unrest at the facility.

Markets regulator Sebi plans to appoint a full-time chief vigilance officer (CVO) primarily to keep a check on its officials and their dealings. The position of CVO will be equivalent to that of an executive director in terms of pay and benefits. He would be responsible for detecting and punishing malpractices within the organisation. The board of Securities and Exchange Board of India (Sebi) has already approved a proposal in this regard, officials said. Besides, Chief Vigilance Commission has also advised that considering the dealing of Sebi with sensitives cases, a full-time CVO may be appointed. According to officials, Sebi as a regulator is different and is more likely to be exposed to vigilance related issues in future. The Haryana government has approved service bye-laws for contractual employees working under the National Health Mission (NHM) in the state, Health Minister Anil Vij said here. These rules will be applicable from today, Vij said. Under these rules, the employees have been divided into three categories. In category-I, apart from experts, maximum honorarium of the present or the entry level would be given to employees who have completed satisfactory service till five years, he said in an official statement released here. They would also get medical allowance of Rs 500 per month or Employees' State Insurance (ESI) scheme with annual salary hike of five per cent. The minister said those who have completed five to 10 years of service would be included in category-II and they would be given basic pay and dearness allowance. Casual workers remained the most affected post demonetisation, with as many as 53 thousand workers losing their jobs in 8 select sector during the first three months of 2017, according to a Labour Bureau survey. However, the overall jobs situation improved in sectors like manufacturing and IT as employment increased by 1.85 lakh during the January-March period across eight sectors at all India level. "There was a positive change of 1.97 Lakh in regular (not on contract) workers and 0.26 Lakh in contract workers whereas the casual workers declined by 0.53 Lakh," the latest quarter employment survey by Labour Bureau, a wing of the labour ministry, said. Out of total estimated change in job (1.85 lakh), self employed experienced a positive swing of 15 thousand and employees showed an increase of 1.70 lakh. The Haryana government would soon open an academy for training labourers engaged in construction work so that they could get better employment opportunities. The labourers will be trained to become carpenters, plumbers, painters, electricians etc. This was disclosed by Chief Minister Manohar Lal Khattar while addressing a gathering organised by the labour department here today. The Tamil Nadu State Marketing Corporation (TASMAC) employees association today decided to down shutters of state-owned liquor outlets on January 25 to press their charter of demands. The association's secretary Balasubramanian said the demands include regularisation of TASMAC workers and regular pay scale. The decision was taken at a meeting of the association here, he added.

The Delhi High Court has asked the AAP government to increase the pay of the drivers and ancillary staff of buses run under the cluster scheme by the Delhi Integrated Multi-Modal Transit System (DIMTS) in accordance with the recent hike in minimum wages. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar observed that the government cannot treat the drivers, provided by concessionaires running the cluster buses, differently from the conductors being supplied by state-run agencies like the DIMTS and the Delhi Transport Corporation (DTC). "The respondents (government) cannot treat the agencies, who provide the services of the conductors, differentially from the treatment which is being given to the petitioners (concessionaires), who are providing the services of staff drivers and other ancillary staff," the bench said. Himachal Pradesh Chief Minister Jai Ram Thakur today announced the release of additional three per cent dearness allowance (DA) for state government employees with effect from July 1, 2017. Making the announcement while addressing the secretariat employees, he said that it would be paid in cash with salary for the month of January and the pensioners would also get three per cent dearness relief. The total burden on account of the release of additional DA would be Rs 180 crore annually, he added. Dabur India Ltd today inaugurated a skill development centre for women here, as part of the company's CSR campaign. The vocational training centre, set up at Dhekidol Village in Sonitpur district, will start with a six-month course on stitching and tailoring, the company said. "Providing vocational training, we feel, will not only bridge the gap between skilled and unskilled labour but also help the rural women with better employment and self-employment opportunities," said A Sudhakar, head, Corporate Social Responsibility, Dabur India.
