Korean electronics major Samsung plans to start manufacturing laptops at its Noida factory in India this year, a senior company official said on Monday. Terming India as its important manufacturing base, Samsung Electronics President and Head of Mobile eXperience (MX) Business TM Roh told reporters here that the preparation for the laptop manufacturing is in progress in India. "We will start manufacturing laptops this year at the Noida factory. Preparations are already underway," said the official, who is on an India visit. Roh said India is an important manufacturing base for the company, and it has received support at various levels from the state and central governments. The company will continue to cooperate with the government to strengthen manufacturing in India, he added. The government has relaxed curbs for shifting of used IT hardware goods like laptops and desktops by a company in special economic zones (SEZs) to outside these duty free-enclaves or domestic tariff areas. SEZs are treated as deemed foreign territory for customs laws and bringing goods from these zones into the domestic tariff area (DTA) or domestic market is tantamount to imports. In general, a company from DTA needs a licence for imports of these goods from SEZs. Easing these curbs, Directorate General of Foreign Trade (DGFT) in a notification has said that used IT assets (laptops, desktops, monitors, printers) can be moved from SEZ by a company to DTA without a license for the purposes of further use in their DTA operations "only". The finance ministry has asked various departments and ministries to follow the guidelines with regard to issuance of mobiles, laptops and similar devices to officers and withdraw any policy which is at variance with the Department of Expenditure's guidelines. The government's move to enforce registration requirement for laptop imports came as a boon for home-grown Android-based laptop maker Primebook, according to the company's CEO Chitranshu Mahant. The move (to put registration requirement for imports) "actually came as a blessing to us. We had no issues, but other brands were not able to import stuff. So we had a good market exposure because of the problems," Mahant told PTI. The government has put in place a new system under which companies willing to import laptops, tablets and certain components are required to register the quantity and value of imports on a portal.
