An Indo-Vietnam pact for transfer of each other's sentenced prisoners to serve their remaining terms in their own countries has come into effect with its ratification by the two nations. In a gazette notification, the Ministry of Home Affairs said the treaty between India and Vietnam on mutual transfer of sentenced prisoners has come into effect following its confirmation by the Southeast Asian nation. The pact would grant the citizens of the countries, convicted and sentenced in the other country, an opportunity to serve their remaining terms in their own countries and facilitate their social rehabilitation in their own societies, the notification said. The Congress today demanded the dismissal of Uttar Pradesh Chief Minister Yogi Adityanath, dubbing his government a "Ravan" regime which has failed to protect women, after an 18-year-old alleged she was gangraped and her father died in police custody in the state's Unnao district. The Supreme Court today asked the Centre to grant protection to a Karnataka woman who alleged that she has been married off without her consent. The woman, who is presently in Delhi and being assisted by Delhi Commission for Women, has also sought striking down of certain provisions of the Hindu Marriage Act on the grounds that the consent of the bride or the groom has not been made mandatory in the law. The Enforcement Directorate (ED) today questioned Delhi Health and Power Minister Satyendar Jain for the second time in connection with a money laundering case registered against him and others. Officials said Jain arrived at the ED office here this morning for the second round of questioning. He was first questioned in the case last week. They said his statement was being recorded under the Prevention of Money Laundering Act (PMLA) by the investigating officer of the case. The PMLA case was registered by the ED in August last year on the basis of a CBI FIR. The ED probe will focus if the minister and other accused in the case created illegal assets by laundering the alleged tainted funds. The Central Bureau of Investigation (CBI) complaint had said Jain could not explain the source of funds received by four companies in which he was a shareholder. Former media executive Indrani Mukerjea, arrested for the alleged killing of her daughter Sheena Bora, was discharged today from the J J Hospital and was taken back to the Byculla prison, a senior official said. Mukerjea, who was admitted in the state-run J J Hospital for the treatment of suspected drug overdose has been brought back to the jail, Inspector General (prisons) Rajvardhan Sinha told PTI. Her health condition is better, the hospital's dean Dr S D Nanandkar said. Mukerjea, 46, was on April 6 admitted to the hospital, where she was brought in a "semi-conscious" condition from her cell in the Byculla Jail in south Mumbai. She subsequently underwent a series of medical tests. Her urine samples were sent for analysis at a forensic laboratory here and after receiving its report, the hospital authorities said she had an overdose of anti-depressants that were not prescribed to her. Three people, including a woman, were killed and two injured when two motorcycles collided with each other head-on in Jaipur rural area today, the police said. The incident occurred near Pratappura Nandri bus stand in Renwal police station area in which Premdevi (55), her son Sunny Sansi (25) and Satyanarayan Sharma (25) died on the spot while two were injured, a police official said. He said Sunny was taking his mother to Jobner town, whereas three others riding the other motorcycle were on their way from Jaipur to Kishangarh. Both the injured were undergoing treatment at Swai Mansingh Hospital in Jaipur, while the bodies have been sent for post-mortem, the police said.

Two more Rohingyas were arrested from the Indo-Myanmar border town of Moreh in Tengnoupal district of Manipur, the police said today. The two Rohingyas, including a woman, were arrested yesterday, Superintendent of Police, Sarangthem Ibomcha said. They were identified as Md Shobik (26) and Arofa (24). The Allahabad High Court today ordered that the body of the Unnao gangrape victim's father should not be cremated, if already not done so. The man had died yesterday in custody after his 18-year-old daughter had accused a BJP MLA, his brother and his aides of raping her. A bench of Chief Justice D B Bhosale and Justice Suneet Kumar passed the order taking cognisance of the gangrape case in Uttar Pradesh on a letter to the court by senior lawyer Gopal Swaroop Chaturvedi detailing the incident. A fast-moving Land Cruiser, driven by Col Joseph Emanuel Hall, the defence and air attache at the US embassy, jumped the red light and hit a motorcycle carrying two men at a traffic signal near Islamabad's Daman-e-Koh area on Saturday. An 11-year-old girl returning home from her school was waylaid and raped by an unidentified youth in the Meerganj police station area near here, the police said today. The police said the incident took place on Monday, when the minor girl returning home on a bicycle was accosted by the 20-year-old youth who waylaid her to a nearby sugarcane field. Bareilly Superintendent of Police (Rural) Satish Kumar said, "The youth took the girl to a sugarcane field and raped her." As the victim cried for help, the assailant fled the spot, but not before threatening her with dire consequences if she revealed the incident to anybody, Kumar said. "The girl narrated the incident to her parents after reaching home. Her father lodged a complaint, based on which a case has been registered against an unidentified person," the SP said. One cow smuggler was arrested in an encounter between Kithore Police and the smugglers, in Laliyana village of Meerut, on Wednesday.Police seized a pistol, dagger, hammer, a pair of scales and beef from the accused.The smuggler identified as Jakir was injured and later arrested in the encounter that took place in the early morning hours. He was shifted to a local hospital for treatment.The accused has more than eight cases against him.
The Chief Justice of India (CJI) is the "first among equals" and has the constitutional authority to decide allocation of cases and setting up of benches to hear them, the Supreme Court ruled today. A bench comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud dismissed a PIL seeking framing of guidelines for rational and transparent allocation of cases and constitution of benches to hear them. Justice Chandrachud, writing the judgment for the bench, referred to constitutional schemes and said "the Chief Justice of India is first among equals and has the authority to decide allocation of cases and setting up of benches". Since the CJI is a high constitutional functionary, there cannot be "any distrust about the responsibilities he discharges" to ensure that the Supreme Court to carries out the work required under the Constitution, the order stated.
