Prime Minister Narendra Modi on Wednesday addressed the National Democratic Alliance MPs as part of efforts to boost coordination among its constituents and shape the ruling bloc's strategy for the 2024 Lok Sabha elections. Modi first addressed a meeting of more than 45 MPs from the central and eastern regions of Uttar Pradesh and then spoke to another group of lawmakers from all southern states. The government has recognised as many as 98,119 entities as startups as on April 30 this year, Parliament was informed on Wednesday. These startups are eligible for availing incentives, including tax benefits under the Startup India scheme. Schemes like Fund of Funds for Startups, Startup India Seed Fund Scheme and Credit Guarantee Scheme support these entities at various stages of their business cycle, Minister of State for Commerce and Industry Som Parkash said in a written reply to the Lok Sabha. "Since the launch of the Startup India initiative in 2016, DPIIT (Department for Promotion of Industry and Internal Trade) has recognised 98,119 entities as startups as on 30th April 2023," he said. There is no proposal to increase the amount of minimum pension/family pension, Union Minister of State for Personnel Jitendra Singh said on Wednesday. The amount of minimum pension/family pension under the central government is Rs 9,000 per month, he said in a written reply to a question in the Lok Sabha. Singh said there are 44,81,245 pensioners, including 20,93,462 family pensioners and the government incurred an expenditure of Rs 2,41,777.55 crore on them during 2022-23. "There is no proposal to increase the amount of minimum pension/ family pension. The pensioners/ family pensioners are entitled to dearness relief, based on changes in prices, from time to time," he added.

The President has assented 247 bills that were received from the state governments and Union territories between 2014 and 2022, Union Minister Ajay Kumar Mishra said in the Lok Sabha on Tuesday. Of these assented bills, the highest 24 were from Gujarat, followed by 23 from Uttar Pradesh. Mishra, the minister of state for home, said the central government has also received 95 bills between 2014 and 2022 from different state governments and UTs for obtaining assent of the President and all these legislations have been processed in consultation with the nodal central ministries and departments. Twenty-four bills from Gujarat, 23 bills from Uttar Pradesh and 22 bills from Maharashtra were assented by the President between 2014 and 2022, according to the data given by the minister in a written reply. A bill to provide a fixed 50-year production lease for offshore minerals was passed by Lok Sabha on Tuesday amid protests by the opposition over the situation in ethnic-violence hit Manipur. Replying to a brief discussion in the House, Coal and Mines Minister Pralhad Joshi said under the Offshore Areas Minerals (Development and Regulation) Amendment) Bill, 2023, the government seeks to introduce auction as the route to award production lease for offshore minerals. Joshi said the bill also proposes to introduce a composite licence, which is a two-stage operating right granted for the purpose of undertaking exploration followed by production operation. The composite licence would also be granted only through auction by competitive bidding to the private sector, he said. "We are opting for the auction route. As many as 4.27 lakh undertrial prisoners were lodged in jails in different parts of the country as on December 31, 2021, the Lok Sabha was informed on Tuesday. Union Minister of State for Home Ajay Kumar Mishra said the National Crime Records Bureau (NCRB) compiles prison statistics reported to it by the states and Union Territories and publishes the same in its annual publication 'Prison Statistics India'. The latest published report is of 2021, the minister said. A total of 4,27,165 undertrial prisoners were lodged in the jails of the country as on December 31, 2021, he said in a written reply to a question. The minister said strengthening the criminal justice system, including making any new law on a subject and revision of relevant provisions in the Code of Criminal Procedure, etc., including on matters related to grant of bail, is a continuous process undertaken by the government from time to time. The central government is in the process of finalising a standard operating procedure for the safety and security of journalists, the Lok Sabha was informed on Tuesday. Union Minister of State for Home Nityanand Rai said the central government attaches the highest importance to the safety and security of all residents, including journalists and mediapersons. The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which was tabled in Lok Sabha on Tuesday, to replace an ordinance issued for transfers and postings of senior officers in the Delhi government, will have few different provisions from that of the ordinance. However, the bill will have all major provisions of the ordinance, promulgated by the central government on May 19, a week after the Supreme Court handed over the control of services in Delhi excluding police, public order and land to the elected government headed by Chief Minister Arvind Kejriwal. The Lok Sabha on Tuesday passed a bill that allows the use of a birth certificate as a single document for admission to an educational institution, issuance of driving licence, preparation of voter list, Aadhaar number, registration of marriage or appointment to a government job.
