: The National Green Tribunal has been informed through a report that Punjab's stubble burning incidents have decreased by 70 per cent. The NGT previously sought regular reports from the authorities in the state on the issue of air pollution caused in the NCR owing to stubble burning. A report dated November 26 was filed by the director of agriculture and farmers' welfare department, saying "As a result of the efforts made by the state of Punjab, the number of paddy stubble burning incidents reduced from 36,551 on November 25, 2023, to 10,479 on November 25, 2024 -- a decrease of 70 per cent." The report stated about 19.52 million tonne of paddy straw was expected to be managed in the year through various means, including in-situ (managing paddy straw on the field) and ex-situ (transporting the straw for various uses) methods and using the residue for animal fodder. The Centre on Monday told the Supreme Court that there was sensitivity involved in the matter related to the mercy petition of death row convict Balwant Singh Rajoana, convicted in the 1995 assassination case of then Punjab chief minister Beant Singh. A bench headed by Justice B R Gavai was hearing Rajoana's plea seeking directions to commute his death sentence to life term due to the "inordinate delay" in deciding his mercy petition. "There is a sensitivity involved. Some agencies will have to be consulted," Solicitor General Tushar Mehta told the bench, also comprising Justices P K Mishra and K V Viswanathan. The Supreme Court Friday turned down the Punjab government's plea seeking statements of witnesses who have deposed before former apex court judge Indu Malhotra to probe the security breach during Prime Minister Narendra Modi's visit to the state in January 2022. A bench of Justice Surya Kant and Justice Ujjal Bhuyan asked the state government to independently conduct the enquiry against delinquent officers without the aid of the statements. The top court appointed a committee headed by former judge Indu Malhotra on January 12, 2022, to probe the security breach. "After receipt of report of the committee, matter was taken up on August 25, 2022. Copy of report was directed to be supplied to Centre and state government. Farm fire cases reached the 8,000 mark in Punjab this season with the state reporting 136 such incidents on Saturday, data showed. Sangrur district reported 50 stubble-burning incidents during the day, the highest maximum in the state, followed by 30 in Ferozepur, 17 in Barnala and 12 in Patiala, according to the Punjab Remote Sensing Centre. On the same day in 2022 and 2023, the state saw 1,358 and 1,271 active farm fire events respectively. From September 15 to November 16, Punjab has seen a total of 8,000 stubble-burning incidents, registering around 75 per cent dip in crop residue burning in comparison to such cases in the corresponding period last year. Punjab had seen a total of 46,822 and 31,932 farm fires during the same period in 2022 and 2023, respectively. A group of farmers allegedly held a food inspector and a naib tehsildar (revenue official) captive and later clashed with police at a grain market in Bathinda district of Punjab on Monday evening, officials said. Three police personnel were injured in the incident. The farmers also damaged two police vehicles, they said. Drone seizures along the International Border in Punjab have doubled to 200 as Pakistani syndicates continue to push narcotics and weapons to "destabilise" India by inducing drug addiction in the youth and "disintegrating" social harmony, the BSF said. With the recovery of four more drones in the last 24 hours, over 200 Pakistan-based rouge drones have been seized along this border, it said in a statement issued on Saturday. The BSF guards the 2,290 km of this border running on India's western flank, including 553 km of the front along Punjab. The Centre has procured 120.67 lakh tonnes of paddy so far from Punjab, or 65 per cent of the estimated target, according to an official statement issued on Saturday. The central government has fixed an estimated target of 185 lakh tonnes for paddy procurement for the ongoing KMS (kharif marketing season) 2024-25 which will continue till November 30. "A total quantity of 126.67 lakh tonnes of paddy has arrived in the Punjab mandis as of 8th November 2024, out of which 120.67 lakh tonnes has been procured by state agencies and Food Corporation of India (FCI)," the statement said. The paddy is being purchased at MSP (minimum support price) of Rs 2,320 per quintal as decided by the Government of India for Grade 'A' paddy. "The total paddy purchased by the government till date in the ongoing KMS (kharif marketing season) 2024-25, amounts to Rs 27,995 crore benefitting around 6.58 lakh farmers, in Punjab," the statement said.
