The government on Wednesday said Standing Committee on Economic Statistics has been renamed as Standing Committee on Statistics. The committee will advise Ministry of Statistics and Programme Implementation (MoSPI) on all surveys. "The government has formed various committees after the year 1947...including Standing Committee on Economic Statistics (SCES)," Minister of State for Statistics Rao Inderjit Singh said in a written reply to Lok Sabha. He further said SCES was renamed as Standing Committee on Statistics (SCoS), which was constituted vide a MoSPI order dated July 13, 2023. SCoS will review the extant framework and address the issues raised from time to time on the subject/results/methodology, etc related to all surveys as brought before SCoS by MoSPI. It will advise on survey methodology including sampling frame, sampling design, survey instruments, etc and to finalize tabulation plan of surveys. It will also aid finalization of survey results. The ministries of statistics and programme implementation and personnel as well as the Prime Minister's Office are the top offices to have reduced their backlog of pending RTI applications by over 70 per cent, according to an analysis of the Central Information Commission annual report for 2021-22 by a voluntary group. The report from Commonwealth Human Rights Initiative (CHRI) accessed by PTI shows that among other government departments, the Department of Space reported a 55.51 per cent decline in its RTI application backlog in 2021-22 vis-a-vis 2020-21. A Parliamentary panel has asked the Ministry of Statistics and Programme Implementation to recruit more field officers in the National Sample Survey Organisation on mission mode for more accurate and reliable data collection. Parliamentary Standing Committee on Finance in its 58th Report on Demand for Grants (2023-24) of the Ministry of Statistics and Programme Implementation expressed concern over the shortage of manpower in the ministry, especially in the senior and junior statistical cadre. The report was tabled in Parliament on Thursday. The panel noted that on November 30, 2022, 266 vacancies exist, which is 33 per cent of the total sanctioned strength.
