The Supreme Court on Monday granted interim bail to Rajendra Bihari Lal, vice chancellor of Uttar Pradesh's Sam Higginbottom University of Agriculture, Technology and Sciences (SHUATS), in a case of alleged illegal religious conversion. A bench of Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra issued notice to the UP government on his plea challenging the Allahabad High Court. The top court noted that the high court is not hearing the bail plea filed by Lal who has been in custody since December 31 last year. "Issue notice, in the meantime, by way of ad interim order, we grant interim bail to the petitioner," the bench said while adding that the quantum of bail bond shall not exceed Rs 25,000. Senior advocate Siddharth Dave, appearing for Lal, submitted that the petitioner was arrested despite the apex court's order. Higher Education Institutions (HEIs) in the country will no longer be given grades under the accreditation system, rather they will be categorised either as "accredited" or "not accredited", the National Assessment and Accreditation Council (NAAC) decided on Saturday. In an executive council meeting held on Saturday, the NAAC also decided that the accredited institutions will be further given levels between one and five to encourage them to achieve the highest level. These sets of reforms will be implemented in two stages -- the binary accreditation (accredited or not accredited) system in the next four months, and Maturity-Based Graded Accreditation (level 1 to 5) by December. "There will be Binary Accreditation (either accredited or not accredited) rather than grades with an aim to encourage all the institutions to get on-boarded in the accreditation process thereby creating a quality culture in the higher education system," a senior Ministry of Education (MoE) official said. Jharkhand Chief Minister Hemant Soren on Wednesday laid the foundation stone of a Rs 5,000-crore private university in Ranchi. The Azim Premji University will be built on a 146-acre plot in Ranchi's Itki block, around 25 km away from the capital city. Interacting with Premji, the founder chairman of Wipro, who joined the programme virtually, Soren invited him to visit Jharkhand. Premji thanked the chief minister for the support of the state government for the project and said that this will be one of the biggest universities in the country. The Vice Chancellor of an agricultural university here was arrested and sent to jail in a case of attempt to murder after two people allegedly opened fire at the vehicle of a former BJP leader, a police official said on Monday. The Kerala government on Saturday ordered an investigation into the stampede during the Cochin University's annual festival in which four students were killed and over 60 others were injured. State Higher Education Minister R Bindhu has directed a three-member team, comprising the principal secretary of higher education, and Cochin University's vice-chancellor and registrar, to inquire into the stampede incident, an official release said. "The regulations aim to facilitate the entry of Foreign Higher Educational Institutions (FHEIs) into India, in line with the NEP recommendations and to provide an international dimension to higher education in India.
