Assam to boost performance of state PSUs

The state govt has signed service agreements with four institutional service providers

The Assam government today signed service agreements with four institutional service providers to boost performance of state public sector undertakings (PSUs). The service agreements would provide training need analysis to the state PSUs.

"There were 48 State Level Public Enterprises (SLPEs) in Assam. Some of these were perennially loss-making enterprises and had to be closed down. Most of these enterprises lacked a structured, professional management framework. It was when we decided to structurally revamp these enterprises and turn them around into commercially viable ventures," said Pradyut Bordoloi, Assam's industry minister.

The service agreements for 16 PSUs of the state were signed in presence of representatives of the respective administrative departments and the PSUs concerned. The two projects, namely training needs analysis, design of training, training plan and training policy for PSUs and support and facilitation for introduction and institutionalising memorandum of understating (MoU)-based performance-rating system among the state PSUs, are being implemented to boost the performance of the SLPEs of Assam and improve their contribution to the state's economy, said Bordoloi.
 

The public enterprises department of Assam government had during 2010-11 initiated steps for re-introduction of MoU system between the state PSUs of Assam and the administrative departments of the government for performance rating of the enterprises and to study the Training Need Analysis (TNA) of the PSUs through institutional consultancy services.

For this purpose, four Institutional Consultants, namely Institute of Public Enterprise (IPE), Hyderabad; Centre for Organisation Development (COD), Hyderabad; Department of Business Administration, Gauhati University and School of Management Sciences, Tezpur University have been selected for the two projects. This is the second phase of the endeavour by the public enterprises department and work orders have already been awarded to the four institutional service providers for taking up project works for the 16 PSUs.

In the first phase, 11 state PSUs were allotted to three service providers and the service providers had submitted their reports on both the project modules. MoUs with 7 PSUs have already been signed with their respective administrative departments and the hand-holding phase on the works of the allotted PSUs is in progress. MoUs for the rest would be signed shortly, informed Bordoloi.
