CAG found financial irregularities in Bihar's finances
The report, which was tabled in state assembly on Tuesday, has pointed out irregularities and dispensaries in all of the state government's major departments

The Comptroller and Auditor General (CAG) has detected several management dispensaries and financial irregularities over Rs 60,000 crore in state finances during the financial year 2013-14. It has also objected to government's wastefulness in social development schemes. The report, which was tabled in state assembly on Tuesday, has pointed out irregularities and dispensaries in all of the state government's major departments.
Among them was the unadjustment of abstract contingent (AC) bills of worth Rs 3,800 crore. "A total of Rs 32,674 crore worth of AC bill were drawn in the FY 2013-14, but only Rs 28,873 crore worth of these bill were adjusted by the AG, Bihar. Despite of flagging this issue at regular intervals, detailed contingent (DC) bills worth Rs 3,801 crore were yet to be adjusted," said the report.
The CAG also slammed the state government over delay in furnishing utilisation certificates of more than Rs 59,100 crore against the grant-in-aid received by different departments. "Non receipt of these certificates for huge amount indicates failure of the department officials to comply with the rules and procedures to ensure timely utilisation of the grants for the intended purpose," noted the report.
Meanwhile, the report praised the state government for increase in revenue receipts, which grew at 15.7 percent in the mentioned year, it also noted that the revenue was less than budget estimates by Rs 11,147 crore. The CAG also slammed the state government for less than average expenditure on social sector. It also stated that the capital expenditure in Health, Family Welfare, Irrigation, Flood Control and Transport has gone down, despite an overall increase of 40 percent.
