The US Secret Service has arrested a person for attempting to scale the White House fence.
	The agency says the incident happened at 10:25 pm (local time) yesterday.
	Its statement says "this individual was immediately arrested by USSS Uniformed Division Officers," and says the person was taken into custody and charges are pending.
	The Secret Service did not identify the person arrested or divulge other details.
	The agency has been beset by a series of security lapses, including an incident last Sept. 19 in which authorities said a man with a knife jumped a fence and ran inside the executive mansion, looking for the president.
	It was the sixth time someone had jumped the fence in 2014 and the 16th in the past five years, according to the Secret Service.

Spanish police today they have detained a boy, who is under 14 years of age, for the suspected killing of a male teacher and the wounding of several others at a school in Barcelona.
	However, police spokesmen would not confirm whether the unidentified boy was a student at the school in a working class Barcelona neighborhood where the attack took place soon after the school day started.
	Though spokesmen confirmed that the teacher was killed with a weapon that had a blade, they would not say what type was used. Spanish National Television and other media outlets reported that the boy was carrying a knife and a crossbow.
	Two other teachers and two students were also said to have suffered minor injuries in the attack.
	The attack took place at a public high school for students aged 12-16. After the attack, parents and students gathered outside the school in stunned silence, hugging each other.

Saudi-led airstrikes on weapons caches in Yemen's rebel-held capital today caused massive explosions that shattered windows, sent residents scrambling for shelter and killed a local TV presenter.
	The explosions were the most powerful seen in the city since a Saudi-led air campaign against Iran-allied Shiite rebels, known as Houthis, began last month.
	The blasts deposited a layer of soot on the top floors of residential buildings and left the streets littered with glass.
	Anti-aircraft fire rattled across the city in response. Mushroom clouds rose over Fag Atan, in the mountainous outskirts of Sanaa, where the capital's largest weapons caches are located.
	The site has been targeted several times during the three-week air campaign.
	A Yemeni official said the Saudi-led warplanes are demolishing parts of the mountain, hoping to uncover and destroy Scud missiles. The official spoke on condition of anonymity because he was not authorized to speak to the press.

The Shanghai Auto Show banned female models and automakers responded with dancers and fresh-faced young women holding tablet computers.
	Organisers of China's biggest auto show announced in February that models in slinky dresses who usually adorn the stands of some auto brands would be banned. It said it wanted visitors to focus on cars.
	The use of female models at Chinese auto shows already had dwindled as automakers tried to set themselves apart. But the show's decision comes as China's government under President Xi Jinping increases efforts to crack down on prostitution, online pornography and what it considers racy or improper programming on TV.
	In December, the broadcaster of a historical drama that included women in low-cut dresses took it off the air temporarily and returned with images cropped to conceal actresses' cleavage. A bomb exploded today on a bus carrying UN employees in northern Somalia, killing at least 10 people and wounding many others, police and UN officials said.
	The al-Qaida-linked al-Shabab group claimed responsibility for the attack, according to the group's Andalus radio.
	Both foreigners and Somalis were casualties of the attack in Garowe, the capital of the semi autonomous Puntland region, Col Ali Salad, a senior police officer in Puntland, told The Associated Press by phone.
	A UN employee in Garowe, who insisted upon anonymity because she was not authorised to speak to the press, said most of the victims are foreigners working with the U.N. She said they were travelling early Monday in a bus that belonged to the UN children's agency, UNICEF.

Two dissident candidates have conceded defeat in Cuban local elections that offered them a chance to become the first officials elected from outside the Communist Party in 40 years.
	Hildebrando Chaviano and Yuniel Lopez had been chosen as candidates by a show of hands in Havana neighborhood nominating meetings and hoped to win two of the 12,589 seats at stake in 168 municipal councils.
	Both acknowledged yesterday that they had no chance of winning after preliminary results showed Chaviano in last place of four candidates and one of Lopez's pro-government opponent with twice his vote.
	Chaviano, 65, is a government attorney-turned-independent journalist and Lopez, 26, is an unemployed member of a dissident political party.

	Survivor accounts of the number aboard varied, with the Italian Coast Guard saying that the capsized boat had a capacity for "hundreds" of people.
	Italian prosecutors said a Bangladeshi survivor flown to Sicily for treatment told them 950 people were aboard, including hundreds who had been locked in the hold by smugglers. Earlier, authorities said a survivor told them 700 migrants were on board.
	It was not immediately clear if they were referring to the same survivor, and Premier Matteo Renzi said Italian authorities were "not in a position to confirm or verify" how many were on board when the boat set out from Libya.

Egypt's president has held talks with CIA director John Brennan in Cairo that touched on regional conflicts and terrorism.
	A government statement today said the meeting between Brennan and President Abdel-Fattah el-Sissi focused on "ways of enhancing bilateral relations" and regional issues. It said both sides agreed to continue "consultation and coordination on issues of mutual interest."
	The visit by Brennan was not previously announced. Egypt remains a key U.S. Regional partner, despite tensions following el-Sissi's overthrow of Islamist President Mohammed Morsi in 2013. El-Sissi has been promoting the idea of a pan-Arab military force to intervene in regional conflicts.
	Egypt increasingly has been targeted by Islamic militants and its strategic Sinai Peninsula is home to an extremist group that has pledged its loyalty to the Islamic State group.

Egypt's president meets CIA director in Cairo for talks

Insurgents armed with guns and explosives attacked a police station today in Afghanistan's southern city of Lashkar Gar, wounding two officers and a civilian as gunmen elsewhere kidnapped at least a dozen mine clearers, authorities said.
	Nabi Jan Malakhail, the police chief of Helmand province, said at least two insurgents were inside the police station, fighting late today with police who had the building surrounded. One suicide bomber had blown himself up outside the station to allow the others in, he said.
	Helmand province is a stronghold of the Taliban, who have been fighting the Kabul government for more than a decade. Meanwhile, gunmen kidnapped at least a dozen Afghan mine clearers in the eastern province of Paktia, said Gen. Zelmai Oryakhail, the provincial police chief. He said the clearers had been working without police or soldiers protecting them at their own request.

Mexican security officials said today they have captured the man who has led the Juarez drug cartel following last year's arrest of Vicente Carrillo Fuentes.
	National Security Commissioner Monte Alejandro Rubido said Jesus Salas Aguayo was caught Friday in the municipality of Villa Ahumada, about 75 miles (130 kilometers) south of the border metropolis of Ciudad Juarez. He said one of Salas' bodyguards was killed and another arrested.
	Rubido said Salas Aguayo is linked with a 2010 car bombing in Ciudad Juarez as well as a 2012 bar attack that killed 15 and the 2009 slaying of a protected witness in El Paso.
	The website of the US Drug Enforcement Administration says Salas Aguayo is wanted in the United States for possession and distribution of narcotics and for conspiracy.

	The release of the 29-minute video comes a day after Afghanistan's president blamed the extremists for a suicide attack in his country that killed at least 35 people and underscores the chaos gripping Libya after its 2011 civil war and the killing of dictator Muammar Gaddafi.

Police say eight people have been shot dead at a Brazilian soccer team's fan club in the city of Sao Paulo.
	Police said today that a group of armed men stormed into the site where Corinthians' fan group Pavilhao 9 meets. They shot seven people there, then chased and killed an eighth outside.
	Detective Jose Mario Lara is ruling out a fight between rival fan groups. He tells CBN radio that police are hearing testimony from witnesses who were at the club's barbeque party when the shooting erupted last night.
	Much of the soccer violence that breaks out in or near Brazilian stadiums is traced to fan clubs. Pavilhao 9 was founded by inmates at Brazil's infamous Carandiru prison.

A boat believed to be crowded with 700 migrants capsized in the waters north of Libya overnight, leaving at least 24 confirmed dead and sparking fears for what could become the Mediterranean's deadliest known migrant sea disaster, Italy's Coast Guard and other officials said today.
	The Coast Guard said in a statement that the migrants' 20-meter vessel may have overturned because migrants rushed to one side of the craft when they saw a Portuguese merchant vessel approach it late last night.
	The cargo ship had been dispatched to come to the migrants' aid.
	The Coast Guard said at least 28 survivors had been rescued by this morning. Maltese Prime Minister Joseph Muscat put the number of survivors at 50.
	It was not clear whether Muscat's figure included the 28 survivors reported by Italy. Maltese search units were aiding rescue efforts.

Afghanistan's women are being failed by the country's justice system as most complaints of domestic violence are dealt with through mediation rather than prosecution, according to the United Nations.
	A report released today concluded that only 5 per cent of surveyed domestic violence cases were resolved through the judicial system, resulting in criminal prosecution and punishment for perpetrators.
	The UN's assistant secretary general for human rights, Ivan Simonovic, said women often choose mediation to resolve complaints of violence, partly because they lack faith in the justice system.
	"The interviews with women and girls subjected to violence revealed that negative perceptions of the justice system as slow, corrupt and distant continued to discourage women from pursuing criminal prosecution of the perpetrators," Simonovic said.
	He added that access to justice for women who suffer violence needs to be improved.

Fearful immigrants in South Africa who fled their homes because of threats and deadly attacks by South Africans say they were targeted in some cases by longtime neighbours and people who warned they would assault anyone carrying a foreign passport.
	The immigrants spoke today in interviews with The Associated Press at a tent camp after they hurriedly left Alexandra township in Johannesburg, where mobs attacked shops owned by people from other African countries, including Congo and Somalia.
	Veronica Lechaea comes from the southern African country of Lesotho and works as an office cleaner in Johannesburg. She says she left Alexandra after hearing that anybody without a South African identification card would be attacked.
	The attacks stem from a perception that immigrants are taking jobs at the expense of South Africans.

A video released by the Islamic State group appears to show the killing of two different groups of captured Ethiopian Christians in Libya.
	The 29-minute video released online today purportedly shows two groups of captives. It says one group is held by an IS affiliate in eastern Libya and the other by an affiliate in the south.
	A masked fighter delivers a long statement before the video switches between footage that purportedly shows the captives in the south being shot dead and the captives in the east being beheaded on a beach.
	It was not immediately clear who the captives were.
	The video bore the official logo of the IS media arm Al-Furqan and resembled previous videos released by the extremist group.

The United Nations says Saudi Arabia has agreed to completely cover the USD 273.7 million needed for emergency aid to avoid a humanitarian catastrophe inside Yemen.
	The UN issued the urgent appeal last week, saying it was needed to save lives and protect some 7.5 million people affected by Yemen's conflict and in dire need of medical supplies, safe drinking water, food assistance, emergency shelter and logistical support.
	Purnima Kahsyap, humanitarian coordinator for OCHA in Yemen, said that the UN was thankful to Saudi Arabia for covering the entire appeal cost, but urged all other partners to continue to provide assistance as the needs continue to grow.

UN says Saudis commit to fund aid appeal for Yemen

A senior commander in Iran's Revolutionary Guard said today that inspectors would be barred from military sites under any nuclear agreement with world powers.
	Gen. Hossein Salami, the Guard's deputy leader, said on state TV that allowing the foreign inspection of military sites is tantamount to "selling out".
	"We will respond with hot lead (bullets) to those who speak of it," Salami said. "Iran will not become a paradise for spies. We will not roll out the red carpet for the enemy."
	Iran and six world powers -- the US, the UK, France, Germany, China and Russia -- have reached a framework agreement to curb Tehran's nuclear programme in return for lifting sanctions, and hope to strike a final deal by June 30.

China's proposed infrastructure bank for Asia is intended to complement and not replace existing lenders dominated by the US and Japan, a senior Chinese official said yesterday.
	Vice Finance Minister Zhu Guangyao said after a meeting of the Group of 20 of leading world economies that China has proposed the Asian Infrastructure Investment Bank, or AIIB, to help fill an estimated $8 trillion gap in infrastructure funding for the region over the next decade.
	Fifty-seven countries have signed up, including 16 of the world's 20 largest economies. Notable exceptions are the US and Japan, which are the leading shareholders of the World Bank and Asian Development Bank and have expressed concerns over the new bank's governance standards.
