Over 20% candidates in 4th phase polls declare criminal cases: ADR report

Out of the 1,710 candidates contesting in the fourth phase of the Lok Sabha polls, 21 per cent have declared criminal cases against themselves and 24 candidates have declared zero assets, as per the Association for Democratic Reforms report. The ADR and The National Election Watch analysed the self-sworn affidavits of 1710 out of 1717 candidates, who are contesting in the Lok Sabha Elections 2024 Phase IV on May 13. A total of 360 candidates have declared criminal cases against them. Emphasising the disparities amongst the financial backgrounds of the candidates with the richest candidate in the fray is Dr Chandra Sekhar Pemmasani of Telugu Desam Party with assets over Rs. 5,700 crore. Among the 360 candidates (21 per cent) with criminal cases, 17 candidates were convicted, 11 declared cases related to murder, 30 face charges of attempted murder and 50 candidates have criminal cases related to crimes against women, with 5 candidates facing charges of rape, the data showed. Infirmities in electoral system pre-2017 still to be worked on: ADR

NGO Association for Democratic Reforms (ADR), one of the petitioners in the electoral bond case, Thursday termed the decision to strike down the scheme a big boost to democracy but also noted that the infirmities which existed in the electoral system pre-2017 still have to be worked on. In a landmark verdict delivered within spitting distance of the Lok Sabha polls, the Supreme Court scrapped the government's electoral bonds scheme of anonymous political funding, terming it "unconstitutional" and ordering disclosure of the names of the purchasers, value of the bonds and their recipients. 40% sitting MPs have criminal cases, 25% serious criminal cases: ADR

About 40 per cent of sitting MPs have criminal cases registered against them out of which 25 per cent have declared serious criminal cases under charges of murder, attempt to murder, kidnapping and crimes against women, according to poll rights body ADR. The average worth of assets per MP from Lok Sabha and Rajya Sabha is Rs 38.33 crores and 53 (seven per cent) are billionaires, the ADR said. The Association for Democratic Reforms (ADR) and National Election Watch (NEW) have analysed the self-sworn affidavits of 763 sitting MPs out of 776 seats of Lok Sabha and Rajya Sabha. This data has been extracted from affidavits filed by the MPs prior to contesting their last elections and any subsequent by-elections. Four seats of Lok Sabha and one seat of Rajya Sabha are vacant and four Rajya Sabha seats of Jammu and Kashmir are undefined. National parties declare assets worth Rs 8,829 cr in 2021-22: ADR

The total assets declared by eight national parties in 2021-22 was Rs 8,829.16 crore, up from Rs 7,297.62 crore during 2020-21, poll rights body ADR said in its report. The Association for Democratic Reforms, an electoral reform advocacy group, in its report analysed the assets and liabilities declared by the BJP, INC, NCP, BSP, CPI, CPI(M), AITC and NPEP the eight national parties for FY 2020-21 and 2021-22. In financial year 2020-21, the BJP declared assets worth Rs 4,990 crore, up by 21.17 per cent to Rs 6,046.81 crore in 2021-22. According to the ADR, in 2020-21, the declared assets of Congress was Rs 691.11 crore, which shot up by 16.58 per cent to Rs 805.68 crore in 2021-22. The BSP was the only national party to show a decrease in its annual declared assets, its report said. The total assets of BSP between 2020-21 and 2021-22 decreased by 5.74 per cent from Rs 732.79 crore to Rs 690.71 crore. The total assets of TMC increased from Rs 182.001 crore in 2020-21 to Rs 458.1

The total assets of 4,001 sitting MLAs stood at Rs 54,545 crore, which is more than the combined annual budgets for 2023-24 of Nagaland, Mizoram and Sikkim, according to a report. The Association for Democratic Reforms (ADR) and the National Election Watch (NEW) have extracted the data from affidavits filed by the MLAs prior to contesting their last elections. The report said of 4,033 legislators, affidavit of 4,001 have been analysed. The average of assets per MLA, belonging to 84 political parties and Independent, is Rs 13.63 crore, it said. "The total assets of 4,001 sitting MLAs are Rs 54,545 crore. This amount is more than the combined annual budget for 2023-24 of three states, Nagaland, Mizoram and Sikkim, totalling Rs 49,103 crore. The annual budget 2023-24 of Nagaland is Rs 23,086 crore, Mizoram is Rs 14,210 crore and Sikkim is Rs 11,807 crore," the report said. The income of regional political parties from unknown sources in the financial year 2021-22 amounted to Rs 887.55 crore, accounting for 76 per cent of their total earnings, according to the Association of Democratic Reform (ADR). The figure indicates a rise in parties' income from unknown sources in comparison to 2020-21 when the total income of regional parties accounted for Rs 530.70 crore, of which Rs 263.93 crore or 49.73 per cent came from unknown sources. According to the report, donations over Rs 20,000 are defined to have come from "known" sources as their donor details are available through contribution reports as submitted by regional parties to the Election Commission of India (ECI). Assets of 71 Lok Sabha MPs grew by 286% since 2009, says ADR report

The assets of 71 MPs, who were re-elected to the Lok Sabha between 2009 and 2019, grew by a whopping 286 per cent on an average and the highest increase was recorded by the BJP's Ramesh Chandappa Jigajinagi, according to a report released by the Association for Democratic Reforms (ADR) on Friday. The total worth of Jigajinagi's assets, which was about Rs 1.18 crore in 2009, went up to Rs 8.94 crore in 2014 and further to Rs 50.41 crore in 2019, registering an overall increase of 4,189 per cent, the report noted, referring to the self-sworn affidavits submitted by the Bharatiya Janata Party (BJP) leader during the Lok Sabha elections held in the respective years.
