The Centre on Wednesday released new guidelines to regulate misleading advertisements by coaching institutes, prohibiting false claims like 100 per cent selection or 100 per cent job security. The final guidelines, drafted by the Central Consumer Protection Authority (CCPA), come in the wake of several complaints on the National Consumer Helpline. The CCPA has issued 54 notices and imposed penalties of about Rs 54.60 lakh till date. "We have seen coaching centres deliberately concealing information from prospective students. Therefore, we have come out with the guidelines to provide guidance to people involved in the coaching industry," Consumer Affairs Secretary Nidhi Khare told reporters. The government is not against the coaching centres but the quality of advertisements should not undermine the consumer rights, she said. Under the new guidelines, coaching centres are prohibited from making false claims regarding courses offered and duration; faculty credentials; fee structure a

Karnataka Chief Minister Siddaramaiah on Friday underlined the need for justice in the devolution of taxes. He said no one should milk a milch cow completely, or else the calf would be malnourished. Addressing people on the occasion of the 69th state formation day at Sree Kanteerava Stadium here, Siddaramaiah said there is injustice happening to Karnataka. The state is contributing more than Rs four lakh crore as revenue to the Centre and it is the second largest contributor to the Central tax revenue after Maharashtra, he pointed out. "Even though we give more than Rs four lakh crore, we are only getting Rs 55,000 crore to Rs 60,000 crore. Kannadigas should know this. We are getting 14 to 15 per cent only of our contribution," the chief minister said. Under the federal system, there should not be any injustice just because Karnataka is a progressive state, he observed. "Just because a milch cow is giving milk, we should not milk it completely. We should leave some milk for the c

The Centre on Wednesday questioned before the Supreme Court the maintainability of a plea filed by controversial Islamic preacher Zakir Naik seeking clubbing of FIRs filed in different states over his purported statements during the Ganapati festival in 2012. Appearing before a bench of Justices Abhay S Oka, Ahsanuddin Amanullah and Augustine George Masih, Solicitor General Tushar Mehta asked how a person who was declared a fugitive, file a plea under Article 32 of the Constitution. "I was told by his advocate that they are withdrawing the matter. Our counter was ready," said Mehta. The lawyer representing Naik said he hadn't received any such instruction to withdraw the matter and the plea sought clubbing of about 43 cases registered across states. The counsel further said there were six FIRs pending against his client and he would move the high court for quashing of the same. Following the submissions, the top court directed Naik's counsel to file an affidavit stating whether he

Former Uttar Pradesh Chief Minister and BSP president Mayawati on Wednesday expressed serious concerns over the "rising" trend of using bulldozers for demolitions, saying it does not symbolise a just rule of law. The Bahujan Samaj Party supremo also stressed that the Centre and state governments must pay attention to the implementation of the Constitution and the rule of law. Her remarks came a day after the Supreme Court said there would be no demolition of properties, including of those accused of crime, till October 1 without its permission, while observing that even one instance of illegal demolition was against the "ethos" of the Constitution. "Despite bulldozer demolition not being a symbol of the rule of law, the increasing trend of its use is a matter of concern. However, when the general public does not agree with the bulldozer or any other matter, then the Centre should come forward and make uniform guidelines for the whole country, which is not being done," Mayawati poste

The Centre on Tuesday moved the Supreme Court alleging "unpardonable" non-cooperation by the West Bengal government in providing logistical support to the CISF, tasked with providing security at the RG Kar Medical College and Hospital in Kolkata, where a trainee doctor was raped and murdered. Terming the alleged non-cooperation of the Trinamool Congress (TMC) government as an example "symptomatic of a systemic malaise", the Union Ministry of Home Affairs has sought a direction to West Bengal authorities to extend full cooperation to the Central Industrial Security Force (CISF). In case of their failure to do so, the Centre urged the apex court to initiate contempt proceedings against the state government officials concerned for wilful non-compliance of the court orders. On August 20, the apex court had termed the rape and murder case of a medic at the hospital as "horrific" and issued a slew of directions including setting up of a 10-member National Task Force to formulate a protoc
