A new report Wednesday said over 80 per cent of the private schools in Delhi are not participating in the implementation of the Right to Education (RTE) Act and are also not reserving 25 per cent seats for students from Economically Weaker Sections (EWS). The report titled "Bright Spots: Status of Social Inclusion through RTE" is based on a survey having over 10,000 respondents and conducted by Indus Action, an NGO working in the education sector. Section 12(1)(c) of the Right of Children to Free and Compulsory Education Act, 2009 aims to improve social inclusion and enable school choice by reserving a minimum of 25 per cent of all entry-level seats in private, unaided, non-minority and special category schools for children from EWS and Disadvantaged Groups (DG). The survey pointed out that while states were not publishing data related to monitoring of children admitted to schools, there were five states and Union Territories (UTs), which were yet to notify the provision. Seven Kashmiri students have been suspended by Roorkee-based Quantum Global University for their alleged anti-national posts on social media, a university official said. The action was taken on Tuesday after around 450 students gathered on the campus demanding their expulsion for allegedly posting anti-national slogans on Facebook and Instagram, Registrar of the University RK Khare said. The protesting students threatened to leave the institute if the Kashmiri students were not expelled, he said. "We had to suspend the Kashmiri students to pacify the protesting students and stop them from leaving," he said. He said the matter is under investigation and stern action will be taken against those found guilty. Quantum Global University is a private university based in Bhagwanpur area of Roorkee in Haridwar district.

They were arrested outside the Uttaranchal College of Science and Technology on Sahastradhara Road on Monday after they shouted slogans demanding expulsion of Kashmiri students, Dehradun SSP Nivedita Kukreti said. They were later released on bail. The Union Cabinet Tuesday gave ex-post facto approval to the agreement between India and the Organization for Economic Cooperation and Development (OECD) for participating in the Programme for International Students Assessment (PISA). PISA will be conducted by the OECD in 2021. The agreement was signed on January 28, 2019. On benefits of the pact, an official statement said learnings from participation in PISA will help to introduce competency-based examination reforms in the school system and help move away from rote learning. The Central Board of Secondary Education (CBSE) and the National Council for Educational Research and Training (NCERT) will be part of the process and activities leading to the actual test. PISA is a competency-based assessment which unlike content-based assessment, measures the extent to which students have acquired key competencies that are essential for full participation in modern societies. The Indian Institute of Technology, Kharagpur will launch a full scholarship programme for SAARC nationals, a release said Tuesday. The programme will be open for full time students across all levels of study - undergraduate, postgraduate and doctoral studies in SAARC countries outside India, an IIT KGP release said here.
