Roadside trees not to be cut in favour of commerce: Kerala HC to govt

The Kerala High Court has directed the state government to ensure no trees on roadsides are felled merely because they obstruct commercial activities. The High Court said that trees can be cut and removed only if they are in damaged condition and as a result pose a danger to public safety. A decision regarding that should be taken by a committee constituted in accordance with a 2010 government order regulating the felling and disposal of trees growing on government lands, Justice P V Kunhikrishnan said. "Without such a decision, no trees on the roadside of the State shall be cut and removed by any authorities. The Chief Secretary of the State shall issue necessary orders to that effect. "...the State of Kerala should see that no request to cut and remove trees on the roadsides of the State can be permitted without sufficient reasons. Heavy rains continue to lash Kerala with parts of the state receiving over 200 mm of rain in the last 24 hours and places in major cities including Kochi and Thrissur remaining waterlogged on Friday. As rains lashed many parts of Kerala, authorities on Sunday urged people, particularly those living in hilly and coastal areas, to exercise vigil. Despite heavy rains lashing several parts of Kerala in the last few days, the state is still deficient in monsoon rainfall, the India Meteorological Department (IMD) has said. Kerala received 34 per cent deficient rainfall during the south-west monsoon this year while the country as a whole got six per cent deficit rains. As the south-west monsoon is now in the withdrawal phase, the rains are expected to reduce from Wednesday, October 4, onwards, IMD sources said. The heavy rains which lashed many parts of Kerala on Tuesday were due to the low pressure system over Jharkhand, they said and added that the withdrawal of the monsoon was complete in three to four states of north-west India. Heavy rains continued to lash several parts of Kerala affecting normal life on Saturday. The India Meteorological Department (IMD) has sounded a "yellow alert" warning in 13 of 14 districts of the state except in Kottayam. The yellow alert predicts heavy rainfall between 6 cm and 11 cm. Uprooting of trees, waterlogging and collapsing of compound walls were reported in many places, but no major casualties have happened anywhere in the state so far in the rains continuing for the last two days. Heavy downpour submerged hundreds of acres of paddy fields at Edathua, a tiny hamlet in the Kuttanad region in Alappuzha district. The shutters of Aruvikkara Dam near the state capital was raised up to 160 cm in view of rising water level, district authorities here said. As the rain is expected to intensify in the coming hours, the state Disaster Management Authority urged people living in high range to maintain extra vigil and directed fishermen not to venture into the sea.

Delhi recorded 153 mm of rain in 24 hours ending 8:30 on Sunday, the highest in a single day in July since 1982, the India Meteorological Department said.
